Research On The Role Of New Rural Elites In Rural Revitalization

With the rapid development of urbanization in China,rural resources,including a large number of talents flocked to the city,many rural areas appear marginalization,hollowing out,barren and other phenomena,some areas of rural governance and cultural construction problems highlighted.In 2015 and 2016,the Central Document No.1 included "Rural Elites Culture" in the construction of rural ideology and morality,and during the 2016 National Conference,representatives put forward "New Rural Elites Culture",which immediately aroused heated discussion and formed a consensus on the inheritance of innovative "Rural Elites Culture",which was written into the outline of the 13th Five-Year Plan.Subsequent years of "Central Document No.1","Opinions on the Implementation of China’s Excellent Traditional Cultural Heritage and Development Project","Strategic Plan for Rural Revitalization(2018-2022)" and other documents emphasized the construction of new rural elites culture,and actively played the role of the new rural elites.New rural elites are endowed with new connotations,and their cultural drive,talent supporting role,and rural governance resource functions are constantly being explored.New rural sages are increasingly becoming an indispensable part of rural revitalization.So,how does new rural elites define?What are the roles of new rural elites in rural revitalization?Are there real problems in the role play?What are the path strategies that new rural elites play in rural revitalization?Does its role play a behavioral boundary?Around these issues,this article has launched a more in-depth discussion and research.Based on rural empirical investigations,this article analyzes the role of new rural elites in rural revitalization from multiple levels,taking rural revitalization as a research perspective.The research is divided into four parts.The first part is the introduction.It mainly introduces the reason for the topic selection,the significance of the research,the research combing of relevant domestic and foreign documents,and briefly introduces the overall framework,research content,research methods and innovations.The second part is the theory of new rural elites,rural revitalization and urban-rural integration.It mainly explains the basic concepts of new rural elites,where is the "new" of new rural elites,the strategy of rural revitalization,and the theory of urban-rural integration,which lays the theoretical foundation for the full text.The third part is about the role of new rural elites and the practical problems.Mainly through the empirical investigation of some villages in Qingyuan City and Yunfu City,Guangdong Province,it explored how new rural elites promoted rural revitalization in terms of experience sharing,industrial revitalization,rural governance,charity and public welfare,civilized rural customs,etc.The practical problems encountered by new rural elites in the process of their role are insufficient understanding of the role of new rural elites,the lack of communication channels for new rural elites,the absence of the organization mechanism of new rural elites,and weak cultural construction of new rural elites.The fourth part is the path strategy of new rural elites’ role.Mainly from improving the understanding of the role of new rural elites,broaden the channels of communication with new rural elites,innovate the organization mechanism of new rural elites,strengthen the construction of new rural elites culture,and grasp the behavior boundary of the role played by new rural elites,etc.General Secretary Xi Jinping once asked the villages to realize the "five revitalization",through the realization of rural industry revitalization,talent revitalization,cultural revitalization,ecological revitalization,and organizational revitalization to promote the overall upgrade,progress and development of agricultural and rural farmers.In rural revitalization,traditional culture is the deep foundation,and talents are an important support.new rural elites are rare talents,they are the successors of rural traditional culture,and they are also valuable resources for rural governance.Cultivate a group of new rural elites rich with local characteristics and zeitgeist,and actively play the function and role of new rural elites in rural revitalization,deeply dig out the spiritual temperament of the excellent traditional village culture,promote the main theme and social righteousness,and improve the level of rural social civilization,To inject positive energy into the strategy of rural revitalization to unite people’s hearts,improve people’s morals,and optimize governance.
