Research On Rural Governance Supported By Rural Youth Elites Under The Background Of Rural Revitalization In The New Era

19th Congress pointed out that the implementation of rural revitalization strategy has an important impact on the promotion of Rural Economic Development,and the implementation of rural revitalization strategy needs to rely on the support of talent.This thesis studies the direction of Rural Revitalization,discusses the role of Rural Youth Elites in rural revitalization in the context of the new era,and how to attract the rural youth elites to pay attention to the rural areas and help the rural revitalization,it has a certain historical background and significance of the Times.The research object of this thesis is the underdeveloped rural community in the Pearl River Delta,which has the representativeness of both the specific region and the whole country.In the theoretical sense,it is helpful to supplement and perfect the existing research on rural revitalization,and provides some theoretical reference for the construction of rural talent revitalization;in the practical sense,it puts forward some suggestions for accelerating the local promotion of rural talent revitalization,it also provides some practical experiences and references for the revitalization of rural talents in other areas.As a villager of the economic cooperative under the Guangming Village Committee,I take my hometown as my research object,combine what I have learned and understood in graduate school,and give advice for the development of my hometown,which is both my interest and mission,there’s a possibility of a study.Based on the basic train of thought of "analysis of current situation problems-analysis of causes-deep digging-exploration of solutions",this thesis uses the methods of Literature Research,case analysis,on-the-spot interview,etc.,the cases of rural youth elites participating in rural governance in Guangming Village Committee of Foshan City are sorted out according to three categories: economic construction,cultural inheritance and dispute resolution Summing up the many rural governance matters that the young rural elites can do,including supervising the public affairs of the villages,easing the contradictions among the villagers,and helping and coordinating the work of the village committees,maintain the order of rural life,participate in rural economic construction,run for election to the village committee and then improve the quality of the village level.By clarifying the problems in the process of young rural elites’ participation in rural governance,this thesis probes into the root causes of the problems,the results show that:(1)the lack of rural self-attraction leads to serious brain drain;(2)The lack of government policy support leads to the nominal governance of Rural Youth Elites;(3)the influence of Rural Patriarchal clan forces on the effectiveness of rural youth elite governance;(4)the excessive involvement of higher authorities;It is very difficult for rural youth elites to become official candidates for the two-party committee of the village(5)the idea of the old village cadres,the young rural elites have lower qualifications compared with the old rural cadres,and the old village cadres give them few opportunities for training and training,that’s why it’s so hard to establish credibility.Based on the above analysis,this thesis further from the policy funds,career development,standardized education,autonomy,moral governance,the rule of law,the above four levels are to explore how the rural youth elite can shine in rural affairs.
