Study On The Loss Of Rural Elites And Its Response Mechanism

The opinions on accelerating the revitalization of rural talents puts forward that the key to Rural Revitalization lies in people.By 2025,the institutional framework and policy system for rural talent revitalization will be basically formed,the scale of talents in various fields of Rural Revitalization will continue to grow,the quality will be steadily improved,the structure will be continuously optimized,the pattern of all kinds of talents supporting and serving the countryside will be basically formed,and rural talents will initially meet the basic needs of implementing the Rural Revitalization Strategy.As an important part of rural talents,rural elites play an indispensable role in Rural Revitalization.However,with the transfer of agricultural population,rural elites with more knowledge and ability go to cities to work hard,and the elderly and women stay in the countryside,which brings challenges to rural revitalization.Therefore,it is urgent to study the current situation and causes of the loss of rural elites and how to prevent the loss of rural elites.This paper makes an in-depth study on the current situation of the loss of rural elites by using research methods such as technology,literature research,questionnaire analysis and case analysis,summarizes the Chinese literature in this field with the help of CiteSpace literature combing tool,and shows the research process and research theme of rural elites in Chinese Society,It provides an important theoretical basis for further studying the research hotspot and development frontier of rural elites.Under the guidance of elite theory,field theory and governance theory,this paper makes a practical investigation on the loss of rural elites,and combined with the cases of Sheliao village in Guizhou,Huaxi Village in Jiangsu and Qishi village in Hebei,it is found that the main problems in the countryside are the loss of rural elites,the aging of the population,and the imbalance between the loss and inflow of rural elites,This has brought about a negative impact on rural governance,such as the limited construction of rural grass-roots organizations,the slow development of rural economy and the obstruction of rural spiritual culture.The reasons can be divided into three aspects:the imperfect system and mechanism of rural democratic autonomy,the urban-rural dual structure and personal development.This requires strengthening the construction of grass-roots organizations,attracting the return of elite talents and accelerating the development of rural economy,narrowing the gap between urban and rural areas,reshaping rural civilization,improving the rural social environment,establishing and improving the rural elite flow mechanism,and optimizing the rural talent team.
