Rural Elites And Actor Network Construction In Rural Revitalization

Rural elites are important participants and promoters in the construction of rural social governance community,as well as an important relying force for rural revitalization.In the context of rural revitalization strategy,by tapping the cultural resources of local villagers,giving new connotation to rural elites,and using rural elites as key actors to build a network of rural revitalization actors,so as to bring into play their unique value in mobilizing the masses in village governance,activating the internal resources of rural society,reconstructing the rural civilization order and gathering the forces of rural revitalization,it is of great practical significance to the realization of rural revitalization.This paper takes actor network theory as the research framework,uses case study method and field research method,and takes Xihulijia Village in Jinxian County as an example to conduct an empirical study on the construction of rural revitalization actor network with rural elites as key actors,which mainly includes:(1)Using actor network theory to construct rural revitalization actor network,so as to explore the practical path of rural revitalization;(2)In the rural revitalization actor network system,explore the interaction between rural elites as key actors and other actors;(3)Analyze how rural elites translate with other heterogeneous actors,as well as the balance of interests and problem-solving mechanisms of each actor.The study shows that:(1)The actor-network analysis framework provides a new theoretical approach for the study of rural elites’ contribution to rural revitalization.The rural revitalization actor-network consists of human actors consisting of rural elites,the government,village committees,general villagers,and outsiders,and non-human actors consisting of formal institutions,informal institutions,village rules and regulations,and rural resources and environment.(2)In the actor-network system of rural revitalization in which the rural elites are the key actors,the rural elites recruit and mobilize these actors into the actor-network system by integrating the issues and interests of each heterogeneous actor in the actor-network system.(3)In the practice of the rural revitalization,the construction of the rural revitalization actor network is based on the joint participation of the actors,the construction of the driving force is that the interests of the actors are satisfied,and the construction characteristics are that the actor network has been in dynamic change.It is necessary to give full play to the active role of “human actors”and the auxiliary role of “non-human actors”.The main application of this paper is to promote the return of rural talents,the revitalization of rural talents,and to give full play to the role of rural elites and other rural pluralistic subjects.
