China is a big agricultural country.Rural development and construction is directly related to the country’s prosperity and revitalization.With the rapid transformation of China’s rural society,rural governance has encountered many difficulties,Such as the loss of the rural labor force,the lack of endogenous development impetus and the lack of a public spirit.In this case,as a governance resource,the participation of the new rural elites in rural governance can inject new momentum into rural revitalization.A lot of research has been conducted in academia on the participation of new rural elites——which are called Xin Xiangxian in Chinese——in rural governance,including the reasons for the creation of new rural elites and their impacts,but if the rise of new rural elites is viewed from the perspective of the relationship between the state and farmers,the participation of this group is a new type of brokerage system,which plays the role of a broker between the state and farmers,and this role is an important channel for the state to connect with farmers and a window to observe the relationship between the state and farmers in the new era.This role is an important channel for the state to connect with farmers and is a window to observe the relationship between the state and farmers in the new era.This paper selects village Y as a research case and tries to reveal the logic of new rural elites’ participation in rural governance and how the new villagers play a role to better improve the level of rural governance,and provide experience for the new villagers to promote rural revitalization.In order to supplement the existing studies,this study starts from the empirical facts of the field survey in Y Village,Henan Province,borrows the concept of "brokerage mechanism" from Prasenjit Duara and uses "Service brokerage mechanism" to explain the operational logic of the new rural elites’ participation in rural governance in the new era.The analysis and discussion are conducted from two aspects: the appearance of new rural elites and the logic of new rural elites’ participation in rural governance,trying to present the logic of new rural elites’ participation in this village.First of all,as far as the governance subject is concerned,the composition of service-oriented brokers is neither the vassal of political authority,nor the competitive force under the bureaucratic system,nor is it not only the spokesperson of the villagers,but the new rural elites as the government encourages and the villagers play a role together,with the compound authority as the authority basis.Secondly,in terms of operation logic,the service brokers participate in the decision-making of public affairs through the Villagers’ Council and assist in the construction of the village’s "beautiful village" by promoting industrial development and integrating village resources,thus laying the foundation for village development.Finally,in terms of governance performance,the participation of service brokers can explore and cultivate villagers’ self-development ability,which is a kind of public social relationship rebuilding,promoting the full integration of village resources,and promoting the realization of good rural governance.This article tries to Y village as a case,from the participation practice of new rural elites in village Y reveals the characteristics of service-oriented brokerage,that is,new rural elites supported by the state power system can combine external resources such as policies and stimulate the endogenous development momentum of villages to work together in rural governance and exert a sustainable governance effect,thus enhancing the autonomy of rural society.
