An Analysis And Policy Research On The Introduction Factors Of New Rural Elites

Human resources play a subjective role under the background of China s rural revitalization strategy.However,it is urgent to formulate relevant policies on attracting rural talent due to the insufficient supply for rural talents and lack of strong support for rural revitalization.And now the new rural elites is one of the important parts of the excellent rural human resources.The importance of the new rural elites group has become prominent under the current situation of the lack of high-quality human resources in rural areas.As a group who inherits the tradition and combines with the new connotation of socialism with Chinese characteristics in the new era,the new rural elites bring modern thoughts and knowledge into the countryside,and play an active role in promoting rural economic development,optimizing rural governance,and so on.Therefore,under the background of urban and rural integrated development,the introduction of new rural elites,which is a positive way to make up helps to restore the urban and rural talent circulation mechanism,is not only conducive to restoring the vitality of urban and rural talent cycle,but also to the realization of the unity of individual and social value of new rural elites.The paper uses a theory of migration to analyze the introduction factors of the new rural elites.According to the theory of migration,the fundamental purpose of migration is to improve living conditions.The factors affecting the willingness of population migration can be divided into the external force and attraction of the place of migration,the external force and back pull of the place of migration.In the process of introducing new rural elites,it is affected by the four factors--immigrant areas,emigration areas,intervening obstacles and individual value judgment.Among them,the factors of moving out place include that the high economic and public service level,the high cost of living and the external thrust of insufficient public service supply;the factors in the migration place include:that the difficult recognition of the identity of the new rural elites,the lack of management methods,the external impetus of the poor working environment of the new rural elites,the acquisition or re-acquisition of political rights,the physical benefits to the old new rural elites,and the attraction of the economic benefits to the new rural elites;intervening obstacles are unfriendly policies,high cost of time,and obstacles caused by the difference in thinking between urban and rural residents;individual value judgment including that the responsibility for the feelings of hometown and the historical and cultural inheritance,the realization of the self-value demand of the new rural elites,and the positive promotion of the traditional Chinese face culture and the challenging work.The driving force for the introduction of new rural elites comes from the external thrust in urban,rural attraction and individual value judgment,while the resistance comes from the external thrust,urban return pull and intervening obstacles.Several forces play different roles in the process of the introduction of new rural elites.The government should pay close attention to the influencing factors of the introduction of new rural elites,set up a new follow villager information database through clear the border legal status and rights and introduction of evaluation system,intensify propaganda,to develop both material and spiritual incentive mechanism,optimize the new follow villager organizations platform,promote the village cadres to set up to promote the new concept of self-promotion.The government takes the above six aspects as the policy starting point,lays stress on formulating the policy system,and promotes the introduction of the new rural elites.The more solid the foundation for the introduction of new rural elites is,the more they could be truly introduced,maintained and needed,so as to promote the revitalization of rural talents and rural development further,and achieve the rural revitalization in the end.
