Research On The Implementation Of The Contiguous Governance Policy Of Rural Environment

In recent years,my country,s economy has grown steadily,and rural per capita GDP has also continued to rise.The living standards of villagers have been thriving,and their yearning for "a more beautiful living environment and a more comfortable way of life" has become stronger.However,economic development has also brought livestock Poultry farming,pesticides and fertilizers,domestic waste,domestic sewage,and industrial pollution are deteriorating the rural environment,and the green mountains are getting farther and farther.It is imperative to build a new socialist countryside and solve the problem of rural environmental pollution.In 2008,rural environmental governance began to be tested in key areas,and the concepts of "reward for governance" and "consecutive governance" have gradually entered the public eye.Since 2013,the whole country has vigorously innovated systems and mechanisms to carry out contiguous governance of rural environments.Among them,Shandong Province has also vigorously promoted the pilot work of "contiguous rural governance" in the towns through the method of discussing financial rewards and subsidies for one issue.The basic approach is to carry out hardening,lighting,greening,purification and beautification of 5-10 villages connected together in the same township through the methods of self-declaration by each township,assessment by municipal financial experts,and comprehensive review by provincial finance,unified planning and unified design,Unified construction,unified management,implement contiguous governance,exert intensive effects,rectify environmental pollution,improve the living environment,and contiguously create beautiful villages.This paper takes the typical rural contiguous governance project of K Town in Shandong Province as an example,mainly through case study method,investigation research method and DEA-Tobit empirical analysis,to analyze the implementation of K Town’s rural contiguous governance policy.From the analysis,it can be seen that the problems of insufficient investment scale and inefficient use of resources are common in rural contiguous governance,which seriously affects the improvement of the efficiency of rural contiguous governance policies;the higher the government support,the more K Town’s rural environmental contiguous governance policies The higher the efficiency of the villagers;the higher the villagers’ understanding of the rural environmental contiguous governance policy,the higher the efficiency of the rural environmental contiguous governance policy in Town K,but its impact is weaker;the population density of the participating villages and the per capita GDP of the participating villages,The higher the development degree of the secondary industry of the participating villages,the.lower the efficiency of the rural environmental contiguous governance policy in K Town.To this end,the government can improve the rural environment from four aspects:increasing the identity of the main body of policy implementation and the ability of policy implementation,rational use of authoritative resources and introduction of interest groups,changing the concept of resource use and policy implementation environment,and improving the awareness and ability of target groups to participate in the rural environment.The efficiency of the contiguous governance policy has made the rural contiguous governance better and faster to be implemented and played its due role.
