Research On The Policy Diffusion Of Rural Environmental Governance In Yongjia County

Policy diffusion is an important research direction in the field of policy implementation at present.With the deepening of the research on policy implementation in China,the related content of policy diffusion has become an important research trend,which plays a positive role in promoting the national policy diffusion.The author mainly through yongjia county rural environmental governance policy diffusion case to understand our country grass-roots government policy diffusion of some common basic laws,the most important is to understand yongjia rural environmental governance policy diffusion process in the driving force,internal mechanism and influencing factors.Based on the academic perspective of policy diffusion theory,this paper conducts an empirical study on the policy diffusion of environmental governance in yantan town,yongjia county by using the theories of policy diffusion,policy innovation,rural environmental governance,"absorption-radiation","pilot-promotion",literature analysis,interview survey,empirical analysis and other research methods.This paper summarizes and analyzes the internal mechanism of rural environmental governance in yongjia county from individual pilot areas to regional promotion and then to the whole county diffusion,identifies the core factors and driving forces affecting the diffusion of rural environmental governance policies,and explores and proposes countermeasures and Suggestions to improve the effectiveness of the policy diffusion of typical experience of rural environmental governance in yongjia county.The research shows that the main driving forces of the policy diffusion of the grass-roots government in China are the pressure from the higher level government,the pressure from the study of the same level government,and the pressure from the external influence on the norm.The internal mechanism is mainly reflected from the three aspects of public demand,document specification and exchange visits.The most important factors that influence the effectiveness of policy diffusion are the differences in the characteristics of the behavior object,the bias of the behavior subject,and the difference in the external propagation of the behavior.Yongjia county,this article through to the spread of rural environmental policy case study found that due to the administrative nature of rural environmental policy,including the government at a higher level pressure driving effect is the most main,the government at the same level learning pressure was evidently affected by the subject preference deviation and willingness to learn,and external influence specification pressure most times.Yongjia county,the inner mechanism of the rural environmental policy diffusion in its administrative system structure presents an interconnected,operation law of interaction between all the elements,in the process of people's demand for a government policy and social common values is spread to supply power,is the basis of the spread of policy execution and policy document specification and guarantee,exchange of visits at the same time makes policy diffusion effect is generalized.In the process of policy diffusion of rural environmental governance in yongjia county,the villages and towns where the behavior object characteristics are close to each other,the behavior subject policy learning willingness is strong,and the external communication is smooth,the policy diffusion effect is relatively ideal,while the individual villages and towns where the situation is contrary need to be further improved.In order to maximize the diffusion effect of rural environmental governance policies,next,yongjia county should further improve the top-level policy design,optimize the policy diffusion mechanism and the internal and external environment co-occurrence,so as to promote the benign diffusion of rural environmental governance policies.
