A Study On The Spatial And Temporal Differences Of The Efficiency Measurement Of Nursing Home Services In China

The ageing of the population will be one of the major challenges that China will face in the coming decades.To cope with the ageing population,we need to build a more comprehensive system for the protection of elderly services.As an important part of the elderly care service system,nursing home is an important measure to promote the solution of the "silver hair problem".In the process of development,China’s nursing home services have undergone a change in positioning from "support" to "supplement" to "coordinated development",reflecting the importance the state attaches to the development of nursing home services.This reflects the importance that the state attaches to the development of nursing home services.The study of the efficiency of nursing home services between regions is of great significance to optimize the allocation of elderly care resources and promote the balanced development of the elderly care service industry and business.Based on the three-stage DEA model and the DEA-Malmquist model,the article measures the level and spatial and temporal evolution characteristics of the efficiency of nursing home services in 31 provinces and cities in China from 2014 to 2019,in addition to verifying the influence of the economic development environment,social environment and government power on the efficiency of nursing home services.The study shows that: 1)in general,the efficiency of nursing home services in China is at a good level,with some room for improvement.When environmental variables and random disturbances are not taken into account,the overall efficiency of the vast majority of provinces and cities is overestimated.After removing the disturbances of environmental factors and random error terms,the scale efficiency decreases and the pure technical efficiency is improved;2)From the SFA regression results,the level of public financial expenditure has a significant promoting effect on the improvement of the efficiency of nursing home services,and the elderly population dependency ratio and the level of economic development have different input slack in have both promoting and inhibiting effects;3)from a spatial perspective,the efficiency scores show a pattern of central > eastern > western,leading to inefficiency in the western region mainly due to lower scale efficiency.4)from a temporal perspective,China’s nursing home service has a total factor productivity index less than 1 from 2014-2019,showing a declining trend,but the overall decline is less,with the western region experiencing a larger,with the lower technological progress index leading to a larger decline in the western region.On this basis,policy recommendations are proposed to adhere to local conditions in order to promote efficiency improvement,attach importance to fiscal expenditure in order to raise the economic level,strengthen regional cooperation to promote balanced development,and attach importance to technological investment to actively develop smart elderly care,with a view to promoting better development of nursing home services in China and creating a more professional and refined elderly care environment for the elderly.
