Research On The School-Running Efficiency And External Factors Of Polytechnic Colleges’ Efficiency Under The Background Of The Double High-Levels Plan

After our country has entered a new era,higher vocational education has ushered in new development opportunities.China’s polytechnic colleges have achieved unprecedented development,continuously improving the level and ability of running schools,and gradually forming a higher vocational education system that meets China’s development and social needs.The core theme of China’s higher vocational education development in the new era is high-quality development.Compared with the scale development,high-quality development pays more attention to the level and efficiency of polytechnic colleges.After the implementation of the Double High-levels Plan,promoting the efficiency of higher vocational colleges has become an important direction of education reform.Therefore,studying the school-running efficiency of polytechnic colleges in Guangxi will help improve the resource allocation mode,management methods and technical level,and urge the four Double High-levels Plan colleges in Guangxi to better play a leading and exemplary role.This reseach takes 18 polytechnic colleges in Guangxi from 2015 to 2021 as the research object,expounds the current situation of school-running efficiency of polytechnic colleges in Guangxi in recent years,uses DEA-BCC model and superefficiency SBM model to carry out static analysis on the school-running efficiency of polytechnic colleges in Guangxi,and uses DEA-Malmquist model to analyze its dynamic change trend,and finally finds out the external environmental factors that affect the school-running efficiency of polytechnic colleges in Guangxi with Tobit model.The research results show that: According to the static analysis,the schoolrunning efficiency of polytechnic colleges in Guangxi is in the middle level,there are large differences in school-running efficiency among colleges,and the leading and demonstration role of the Double High-levels Plan colleges is not obvious;According to the dynamic analysis,the efficiency of polytechnic colleges in Guangxi is unstable,and the total factor productivity shows obvious volatility,the development direction is upward,and there are also large differences in the fluctuation of school-running efficiency among colleges;According to the analysis of the influencing factors,the urbanization rate,the ratio of the second output value to the third output value promote the school-running efficiency and restrict the real GDP per capita of polytechnic colleges in Guangxi,and have no significant impact on the location of colleges and the proportion of education expenditure.In view of this,this study proposes countermeasures and suggestions from the government level,social level,and school level.From the government’s perspective,it is necessary for the government to optimize macro-economic control and improve the allocation of resources in polytechnic colleges;Continuously improve vocational education development policies and strengthen policy guarantees.From the perspective of society,to encourage social forces to participate in the running of public colleges and universities,and promote the positive interaction of multiple supply entities;Build a platform for collaborative education between schools and enterprises,and continuously deepen the integration of industry and education.At the school level,to strengthen the improvement of the school-running efficiency of the Double High-levels Plan colleges,and enhance their role models and demonstration effects;We should rationally set up professional structure and guard against over-establishment of tertiary sector of the economy majors;To formulate differentiation strategies to improve the efficiency of different colleges.
