At the present stage of limited resources,advanced technology and institutional guarantee,the local government has gradually shifted its focus to optimize the local legal environment.At the same time,in the field of local talent introduction work,accompanied by intensifying battle for talent introduction,the local government will improve the talent service law environment as a top priority,main show is: On the basis of comprehensive consideration of local economic development level and fiscal expenditure capacity,the legal environment suitable for the development of talents should be provided to the maximum extent,which mainly includes three types of talent security systems,namely,the settlement of talents,the incentive and reward for talents to start their own business,and the talent service and labor dispute settlement.However,at present,the common problem is that the local governments do not fully understand the demand of potential service talents on the local system,and they intend to attract talents to work in their jurisdiction by giving them preferential treatment to the maximum extent,which makes the effect of talent introduction less effective.Based on this,this paper takes the 12 talent introduction systems provided by xi ’an city as the research object,based on the two perspectives of "system supply" and "system demand" of xi ’an city,and adopts the research methods of quantitative evaluation and questionnaire survey.First,inspection xi ’an talent introduction system,respectively,the main focus of most lay particular stress on the first 3 items(xi ’an talent introduction system): "talent settle","talent encouraging" and "living guarantee," xi main demand forecast potential of the service object(talent most lay particular stress on the first 3 talent introduction system): "living security","talent encouraging" and "having children entered into schools",and the perfect degree of "content",the system of "content specific degree" and "supervision and relief" refining index were investigated.Second,will xi "institutional supply" on and talent "system requirements" on comparative analysis found that xi ’an government talent introduction "system supply" main problems are: the propaganda is not enough for the relevant system,imperfect system content,system lack systematic focus direction to reasons,system and system implementation does not reach the designated position,etc.Thirdly,taking Shanghai,which has relatively perfect regulations on talent introduction system,as the reference object,this paper investigates the top three talents introduction systems in Shanghai,namely "children enrollment" system,"entrepreneurship incentive and reward" system and "labor dispute settlement" system.Finally,the current situation of talent introduction of xi ’an current,potential of the service object,system demand forecast and the advanced experience of Shanghai,for the perfection of the xi ’an talent introduction system and optimization to provide feasible Suggestions,namely,to strengthen the publicity system of introducing talents,guarantee system,efficient and orderly implementation,increase the supervision and relief system of investment and adjust system,according to demand in the future in the talent introduction work to strengthen the system of "having children entered into schools" and "labor disputes and handling" system and "entrepreneurial motivation and reward" system.
