High-level talent introduction policy is one of the hot topics in current academic research.Existing studies have enriched the understanding of implementation of highlevel talent introduction policy from different perspectives,but the overall framework with strong explanatory power is still rare.At the same time,because of small number,high sensitivity and fieldwork difficulty,attention and discussion in the field of Taiwanese high-level talent introduction are insufficient,and high-quality research outputs are relatively lacking.Therefore,this paper studies the implementation issue of Taiwanese high-level talent introduction policy,so as to enhance understanding of the implementation process of Taiwanese high-level talent introduction policy,improve the pertinence of adj ustment,deepen cross-strait talent exchange and cooperation,promote the enrichment and development of implementation theory.Based on the existing literature on policy implementation,this study abstracted three key influencing factors,namely micro-subject,meso-structure and macroenvironment.Then,starting from the system view,it integrated all the elements using spatial dimension and tried to put forward an analytical framework to comprehensively understand the implementation process.Select the implementation of Taiwanese high-level talent introduction policy in S city as a case.Focus on questions of the degree of achievement of policy objectives,the key factors affecting policy implementation,the implementation response under different factors,and the division of implementation process and so on.Then examine the implementation process of Taiwanese high-level talent introduction policy from dimensions of subject,structure,environment respectively.At the same time,the policy system of Taiwanese high-level talent introduction was sorted out according to the policy level,and the implementation of Taiwanese high-level talent introduction policy in S city was evaluated.The study found that the subject-structure-environment implementation framework had strong applicability and could explain the implementation process of Taiwanese high-level talent introduction policy.In the subject dimension,the willingness and ability of the subject affected policy implementation,and the awareness of risk aversion was also an important inducement for the implementation gap,which had not been paid enough attention to in previous studies.In the structural dimension,structure was an important factor affecting the implementation of Taiwanese high-level talent introduction policy,which could be studied from the aspects of structural form and structural rule.As skeleton of the implementation structure,structure form was manifested as loose association under horizontal resource dependence and limited guidance under vertical resource autonomy.For both horizontal structure and vertical structure,policy resources were the most important factor that determine the operational dynamic and condition of the implementation structure of Taiwanese high-level talent introduction policy,and had a great impact on the collaboration effectiveness of implementation structure.Structural rule guided the operation of implementation structure,which was embodied in two aspects of institutional rule and cultural rule.In the environmental dimension,environment influenced and restricted subject and structure,and was the most prominent factor for the implementation of Taiwanese high-level talent introduction policy,which could be subdivided into background environment,condition environment and feedback environment.Among them,background environment laid the general tone for implementation,which could be examined from the perspective of combining the internal and external environment with the political,economic and social environment.Conditional environment was determined by policy resources and provided energy for implementation.It could be subdivided into authoritative condition environment,material condition environment and information condition environment,affecting the legitimacy,autonomy and linkage of implementation respectively.The feedback environment was determined by policy audience and provided information for implementation correction,which could be examined from the perspective of combination of direct and indirect.In addition,the implementation of Taiwanese high-level talent introduction policy was also restricted by policy factors such as policy support and external factors such as implementation supervision.Construct an evaluation index system for the implementation of Taiwanese high-level talent introduction policy,which was composed of indicators of introducing talents,promoting cooperation and driving development.And it laid the theoretical and methodological foundation for implementation evaluation of Taiwanese high-level talent introduction policy.The subject-structure-environment implementation framework gets rid of the limitation of a single perspective,breaks down the drawback of the long-term separation of microsubject,meso-structure and macro-environment in the field of implementation,enriches the perspective of policy implementation research,and broadens and revises the localization model of policy implementation.Through the evaluation of the implementation effect of Taiwan ×× Expert Institution in S city,a typical policy case,the overall evaluation of "not achieving the expected goal ideally" was obtained.In the case analysis,the implementation process of Taiwanese high-level talent introduction policy was divided into four links:implementation propaganda,goal decomposition,task execution and implementation supervision,deepening the understanding of policy implementation process.In combination with case study,the implementation experience of Taiwanese high-level talent introduction policy is as follows:reduce the implementation risk by pulling employers as warrantor,promote incremental adjustment by "experimental implementation",and reduce coordination resistance by using political potential energy.Finally,the following adjustment direction of the implementation of Taiwanese high-level talent introduction policy has been pointed out:optimize implementation environment,and add external force to implementation;improve structure rule,and inject soul into implementation structure;balance principle and flexibility,and ensure correct direction of implementation.The innovation of this study lies in the construction of an overall framework to explain the implementation of Taiwanese high-level talent introduction policy.The applicability of the framework has been tested through deep description of a specific case.Starting from three levels of micro-subject,meso-structure and macroenvironment,the framework serves as a theoretical tool to understand the implementation mechanism of Taiwanese high-level talent introduction policy and the implementation response under the influence of different factors.Of course,this paper also has some deficiencies.For example,the geographical scope of survey has been confined to S city,the richness and representativeness of samples may be affected.Most of the research objects are college teachers,so it’s hard to infer the overall implementation of Taiwanese high-level talent introduction policy from one occupation type of talents,and the accuracy and extrapolability of the result may be difficult to guarantee.Therefore,future research can be improved by broadening the geographical scope of the survey and occupation type.
