Research On The Performance Evaluation Of County Cultural Centers

As the main body of carrying out mass cultural work,cultural centers(stations)in China are one of the main institutions that the government provides public cultural services.Among them,the county-level cultural center is an important position for the construction of public cultural services at the grass-roots level,the basic unit for coordinating the balanced development of urban and rural mass culture,the core force for the construction of cultural center operation,and the practice subject of offline service of the cultural center.In order to conform to the pace of performance reform of our government departments,and to provide better public cultural services for the masses efficiently,our county-level cultural centers have carried out some practical exploration of service performance evaluation,but there are still some problems in the evaluation subject,process,indicators and other aspects.In order to further standardize and optimize the management of county-level cultural centers,improve service efficiency,strengthen operation construction,and meet the public cultural service needs of the masses,it is the key to establish a scientific and reasonable service performance evaluation system of county-level cultural centers.This paper takes the service performance of county-level cultural centers as the research object,through combing the previous relevant research literature and analyzing the performance evaluation practice of county-level cultural centers in China,starting from the evaluation principles,the nature and functions of county-level cultural centers,based on the theoretical framework of New Public Services,Government Performance Evaluation,Public Policy-making,Balanced Score Card,etc.,referring to the performance evaluation indexes of county-level cultural centers and public cultural services in China.And a set of relatively complete performance evaluation index system of county-level cultural centers is preliminarily designed by using the five dimensions of Guarantee Conditions,Service Efficiency,Operation Construction,Service Promotion and Mass Satisfaction.Then,using the expert evaluation method to screen and modify the newly designed indicators,reference literature and expert opinions,Iformally establish the service performance index system and scoring standards of county-level cultural centers,and use the AHP(Analytic Hierarchy Process)to give the weight of each level of the index system.Finally,using the formally established performance evaluation index system to evaluate the service performance of Nanjian cultural center,we found that there are some problems in the service of Nanjian cultural center,such as the operation construction needs to be further strengthened,the supply and demand of cultural center services need to be further matched,and the leadership of staff needs to be further improved.I also have some countermeasures and suggestions:encourage social participation,forming a multi-party linkage supply mechanism;and expand the operation content,paying attention to and improving the cultural needs of the masses;and improve the performance evaluation mechanism of county-level cultural centers,strengthen staff training etc..
