The Research In The Function Transformation Of Cultural Service Center Of Xihua Town In Huating County

The cultural service center of the town is the main place for the peasants to participate in all kinds of activities and connects the city culture to the country one.At the same time,it also launches the main stream culture and core values.Its existence and development can satisfy the peasants’ needs for spiritual and cultural life,promoting the countryside development and peasants’ life quality.The researcher takes the cultural service center of Xihua town in Huating county as the main object of study,and aims at discussing the function change of the cultural service center of the town in Huating county under the background of government organization reform.The researcher explored the transition from the comprehensive cultural station to the cultural service center in the town by studying many related literature reviews carefully.By interviewing and case studies,the researcher finds that there exist some problems,for example,the improper system and lack of educated characters and the poor idea of the service.What’s more,some cultural facilities can not be protected well or made full use of,which can not satisfy the increasing needs of the people.Therefore,the cultural service center in the town should target the public’s basic cultural needs as its main aim,settle the conflicts between giving and demands,improve the management system,increase valid investment and arrange the resources among people,finance and materials properly.Of course,it is also important to add the special fund and make good use of the facilities,improve the patterns of the culture and service as well as the system of the assessment to inspire the activities of the staff and public.The essay contains five sections.The first one is introduction,which includes the background 、aims and significance of the study.The second section is mainly about the brief introduction to the Chinese cultural service center in the town.Specifically speaking,it defines what is culture and what is the public culture in the countryside.The significance of constructing the cultural service center in the town is put forward as well after studying the development from the comprehensive cultural station to the cultural service center of the town and some related policies.The third section mainly shows the present situation of the cultural service center of the town.The researcher chooses the cultural service center of Xihua as the subject of the study and does a further research about the working system,construction,the origin of the finance,the basic facilities,the staff,daily functions and some problems in existence.The fourth section is mainly about some strategies to improve the cultural service center of the town in Xihua.According to the present policies and the existing problems,the general and specific strategies to improve thecultural service center of the town have been put forward.The fifth section mainly shows the result and some limitations of the study.
