Evaluation Research On The Efficency Of Public Culture Service In Chinese County-level Cultural Centers

As the basic organization which provides public cultural services,the cultural center’s service efficiency is an important manifestation of the quality of public cultural services.In order to explore the current situation of the service efficiency of the cultural center,this paper takes the county-level cultural center as the research object,and uses the data envelopment analysis method to measure the public cultural service efficiency of the county-level cultural centers in 31 provinces from 2011 to 2017 in china.Firstly,this paper uses the literature analysis method to sort out the research background,significance and research status of public cultural services of the cultural center.It is found that in the current academic world,research on the public cultural service efficiency of the cultural center is little,and a complete efficiency evaluation system has not been established.secondly,the research ideas and methods of this paper are introduced,and the related concepts and theoretical foundations are analyzed to lay a theoretical foundation for this research.In terms of empirical analysis,this paper first introduces several mainstream methods of current efficiency assessment.Through analysis and comparison,this paper ueses the DEA-Malquist method to measure the panel data of county and city-level cultural centers in 31 provinces from 2011 to 2017.after that,through the analysis of static efficiency,it is found that there is still potential to improve the average service efficiency of county-level cultural centers in China,the regional differences are also obvious,the input-output structure is unreasonable and the waste of resources is prominent.In addition,through the analysis of dynamic efficiency,it is found that although the total factor productivity of China’s county-level cultural centers has increased in 2011-2017,the average annual growth rate is only 0.8%,but the growth rate is extremely slow,we can easily know that technological progress is the main factor of total factor productivity growth.Finally,based on the above research results,combined with the current development status of the county-level cultural centers in China,this paper at end puts forward some opinions and suggestions from the aspects of optimizing the input-output structure,exerting the scientific and technological efficiency,increasing the investment in the western region and strengthening the construction of the talent team.hope to provide a useful model to the improvement of the public cultural service efficiency of the cultural center in China.
