Construction Of Evaluation Index System Of Public Cultural Service Efficacy And Empirical Research In Shaanxi

The report of the 18 th National Congress first proposed to improve the efficiency of public cultural services,marking that China’s public cultural service construction has entered the stage of "improving quality and increasing efficiency".The new direction of evaluation,but the existing research on efficiency evaluation is still very thin.The construction of the evaluation index system of public cultural service effectiveness is based on the "input-output-effect" model and the 4E theory,and finally constructed through the screening and verification methods of membership,correlation,discriminant analysis,reliability and validity test,etc.It includes three first-level indicators of input,output and effectiveness of public cultural services,financial,human and facility inputs,public cultural products and public cultural activities,public participation and other six second-level indicators and twenty-nine public three-level indicators of public Evaluation index system of cultural service efficiency.Then use AHP to determine the index weights,use the comprehensive index method to synthesize the efficiency index,and comprehensively evaluate the overall development level of public cultural service efficiency in Shaanxi Province from the vertical and horizontal perspectives based on the dimensionless processing of the original data.The conclusion shows that the overall performance index score of public cultural services in Shaanxi Province has been increasing year by year,but the investment score of facilities has shown a downward trend.There is also a large gap in the efficiency scores of various first-level indicators,reflecting the current development in service construction.Unbalanced and uncoordinated short board.From a national perspective,the overall ranking of public cultural service efficiency in Shaanxi Province is at the upper middle level,and the effect of public participation is more significant,but the overall efficiency conversion between input,output,and effect is not high,especially the efficiency of input and output is low.To address these issues,it is necessary to improve the effectiveness of public cultural services in Shaanxi Province in terms of improving the quality of public cultural service output,optimizing the public cultural service talent team,improving public cultural service public participation mechanisms,and establishing a benign effectivenessevaluation mechanism.
