Public Digital Cultural Services in rural areas are a network-based and media form of cultural services.With the comprehensive enhancement of Internet infrastructure in rural areas and the continuous increase in Internet penetration,in order to guarantee the right of rural residents to have equal access to public cultural services,the state has issued a series of plans and strategies to put forward new requirements for the development of rural public cultural services,promotion of equitable and equitable access to basic public cultural services for all citizens through digital platforms.Although with the efforts of departments at all levels,the construction of our public cultural service system,including the construction of public digital culture,has made important achievements,but there are still many shortcomings and problems in the public cultural service,such as the accessibility is not high,the contradiction between supply and demand is prominent,the need to build and improve the evaluation system and so on.There is a big gap in the development level of public cultural services between regions and between urban and rural areas,especially in rural areas,which still lags behind other areas.This paper takes the accessibility of rural public digital cultural services as the research object,and based on the accessibility framework and system evaluation theory,carries out the research on the construction and application of the evaluation index system of rural public digital cultural services accessibility.Firstly,based on the accessibility framework,collecting data through field investigation and semi-structured interview,using theme analysis method to excavate the characteristic factors of rural public digital cultural service accessibility,and construct the characteristic factor model;Secondly,based on the factors of accessibility characteristics,combined with industry norms and index requirements,an evaluation index system for the accessibility of rural public digital cultural services was constructed and verified by Delphi’s expert survey method;Thirdly,the questionnaire is designed to collect sample data from rural users in eastern,central and western provinces,and the factor analysis method is used to analyze the relationship between the dimensions of the index system;Finally,using AHP Fuzzy Comprehensive Evaluation method to study the evaluation index system of the accessibility of rural public digital cultural services,and to propose the way to improve the accessibility.The main research contents and conclusions are as follows:Mining the characteristics of rural public digital cultural service accessibility factors.Through field research,interviews with rural users,37 initial concepts were unearthed,it condenses 14 sub-themes of digital facilities and equipment,digital resources,digital activities,publicity and promotion,service awareness,accessibility of space,accessibility of time,accessibility of cost,service content,service personnel,use experience,organization,management mechanism,supply and demand relationship,this paper sums up five themes:obtainable dimension,knowable dimension,approachable dimension,acceptable dimension and adaptable dimension,and sorts out the logical relations among the five themes.There is a causal relationship between obtainable dimension,knowable dimension,approachable dimension and the accessibility of rural public digital cultural services,the acceptability dimension,the adaptability dimension and the accessibility of rural public digital cultural services have a moderating relationship.Construction of Rural Public Digital Cultural Services Accessibility Evaluation Index system.Based on the accessibility features of mining,combined with relevant industry norms and standards,according to the accessibility framework,the evaluation index system of Rural Public Digital Cultural Service Accessibility is constructed,including 5 first-level indicators,14second-level indicators and 36 third-level indicators.In each dimension of the index system,the obtainable dimension is the basic dimension,is the material basis,and is affected by other dimensions.The knowable dimension is the premise dimension and the precondition for the public to obtain the public digital culture service.Approachable dimension is the key dimension,users can access and use public digital cultural services across the barriers of time,space and other factors.The acceptability dimension is the subjective dimension,which is the psychological experience of users in the process of using the service.Adaptability dimension is a dynamic dimension,and it is an important criterion to judge the adaptation degree of Rural Public Digital Cultural Services.And through the empirical analysis,the evaluation index system for the second amendment and testing.This paper studies the application of the evaluation index system of the accessibility of rural public digital cultural services,and puts forward some suggestions on how to improve the accessibility.By using analytic hierarchy process(AHP),experts in public culture field are invited to construct judgment matrix of accessibility evaluation indexes,and the weights of all levels of the index system are obtained.Design the questionnaire,select Town G,Dantu District,Zhenjiang City,Jiangsu Province and apply the evaluation index system of Rural Public Digital Cultural Service Accessibility,ahp-fuzzy comprehensive evaluation method is used to calculate the comprehensive score of the Public Digital Cultural Service Accessibility Evaluation and the index score of each dimension,aiming at the weakness of the evaluation score,this paper puts forward the ways to improve the accessibility from the aspects of perfecting the facilities and equipment,carrying out the digital culture activities regularly,building the characteristic service brand,paying attention to the digital culture needs of the special group,etc..This paper explores and studies the rural public digital cultural services from the accessible perspective,expands the research perspective of rural public digital cultural services,and integrates the qualitative and quantitative analysis research methods reasonably,based on the present situation of rural public digital culture service,the research process adopts the exploration paradigm from bottom to top,and enriches the evaluation system of public culture service,the conclusions can provide reference for grass-roots governments to enhance the accessibility of public digital culture services.
