Research On The Problems And Countermeasures In The Public Cultural Service Supply Of County-level Cultural Centers In Chengd

After the 19 th National Congress of the Communist Party of China,socialism with Chinese characteristics has entered a new era.The main social contradictions in our country have been transformed into the contradiction between the people’s growing needs for a better life and the unbalanced and inadequate development.In the face of the ever-changing complex environment,after the fourth plenary session of the 19 th Central Committee of the Communist Party of China,it is emphasized to build a new pattern of grass-roots social governance.The county-level cultural centers are the most basic and the largest part of the cultural center industry,and they are the main force to provide grass-roots public cultural services.Since the establishment of 21 county-level cultural centers in Chengdu,they have made great efforts to improve the efficiency of county-level public cultural services,promote the standardization and equalization of basic public cultural services,and meet the basic cultural needs of the masses,It plays an important role in safeguarding the basic cultural rights and interests of the people.As the construction and development of cultural centers involve many aspects,such as facilities and equipment,staffing,financial investment,service projects,and so on,at the same time,the new era also puts forward higher and newer requirements for grass-roots public cultural services.Under this background,it is particularly important to further optimize the supply of public cultural services of county-level cultural centers.This paper takes the public cultural service supply of county-level cultural centers in Chengdu as the research object.Firstly,through the analysis of the requirements of national and local policies and regulations such as "guidance on promoting the construction of grass-roots comprehensive cultural service centers",this paper deduces the objectives,tasks and work contents of the public cultural service supply of county-level cultural centers in the new period,According to the main body and factors involved in the service objectives,tasks and work contents of the cultural center,the content,object and scope of the investigation and interview are determined,and the investigation and interview are carried out.Based on the analysis of the survey and interview results of the public cultural service supply of county-level cultural centers in Chengdu,combined with the relevant literature and their own work experience,this paper analyzes the current situation of the supply,and then finds out the main problems and reasons at this stage.Therefore,it is proposed to optimize the public cultural service supply of county-level cultural centers by improving the facilities network guarantee,improving the product supply level,improving the supply system construction,and improving the quality of supply talents,so as to achieve the goal of "sufficient resources,complete equipment,standardized service,powerful guarantee,and high public satisfaction",It can fully guarantee the public cultural service needs of urban and rural residents,and provide reference for the development and construction of county-level cultural centers in the region.
