Research On The Goverment Functions In PPP Mode Of Combination Of Medical Care And Pension In Beijing From The Perspective Of Service Oriented Government

In recent years,the aging of population in Beijing is becoming more and more serious,and more and more elderly groups have diversified medical and pension needs.The development of PPP mode of combination of medical and nursing needs a standardized and orderly market environment as a guarantee.The transformation of government functions to service-oriented government is the top priority to promote the construction of modern market economy system.Cooperative governance theory and guiding government theory,this study focuses on the government functions in the PPP model.By combing the domestic and foreign research results and field research,it is proposed that the government should play the role of "guide","server","partner" and "regulator" in the PPP project of combination of medical care and nursing.This paper selects Gonghe apartment for the elderly,the first institution in Beijing to adopt the PPP mode of combination of medical care and pension,as a case study.Through field investigation,we can understand the efforts made by Beijing municipal government to support Gonghe apartment for the elderly.Through the investigation,we find that there are"vacancy" and "dislocation" in government functions,which are mainly reflected in the body of laws and policies There are many problems,such as imperfect system,inadequate policy publicity and promotion,insufficient financial investment,lack of effective communication and cooperation mechanism,unbalanced distribution of risks and interests,and imperfect supervision and evaluation mechanism.The first is to improve the top-level design and strengthen the construction of PPP legal system;the second is to broaden financing channels and increase financial support;the third is to improve the access system and standardize project operation standards;the fourth is to optimize the return on investment and standardize the risk sharing mechanism;the fifth is to strengthen performance evaluation and build a reward and punishment supervision system.It is believed that PPP mode will help to reshape the government’s awareness of public service,improve the government’s internal governance system,create an external environment for good cooperation between the government and social capital,establish a reasonable and efficient PPP system for the combination of medical care and nursing care,and promote the healthy and orderly development of the field.
