Statistics from the National Bureau of Statistics of the People's Republic of China show that the number of people aged 65 and over in China reached 166 million,accounting for 11.9 percent of the total population,far higher than the population ageing standard of 7 percent of the total population.China's population ageing is characterized by a large population,rapid growth and many elderly people suffering from chronic diseases.The problem of medical care and old-age care for the elderly has gradually become a problem that the whole society needs to face together.The family miniaturization leads to the increasing pressure of home care and the increasing acceptance of institutional care for the elderly,which leads to the increasing demand of the institutional care market in China.However,the old-age care industry in China is facing two problems: Separation of medical care and care,and the shortage of medical resources cannot meet the needs of the elderly for chronic diseases.Therefore,it is urgent to integrate medical care and old-age care resources so that the elderly can enjoy the one-stop service of combining medical care and old-age care.Since 2011,the government has promulgated relevant policies to support the development of medical care and old-age care integration.In 2015,nine ministries and commissions officially issued the "guiding opinions on promoting the integration of health care and old-age care services," and proposed the use of Public Private Partnerships(PPP)model to build medical care integration projects,to attract social capital and the government to provide quality,diversified health care services.To make PPP mode play a better role,the choice of pricing mechanism is particularly important.Overpriced elderly cannot afford to price too low social capital side lack of investment incentives.Referring to the pricing models of other quasi-public products,it is found that the multi-objective programming solution model is the most suitable model for the PPP pricing problem of the combination of medical care and health care,the first priority target is taken as the objective function and the other targets as the control variable so as to obtain the optimal solution.According to the pricing theory of quasi-public goods,quasi-public goods such as health care and health care services should be priced according to the principle of fairness,priority and efficiency,therefore,when constructing the multi-objective programming solution model of PPP project pricing,the demands of the project users,namely the elderly,should be set as the first priority,the objective function of the model is the highest ability to pay for the elderly who want to enjoy reasonable medical care within their ability to pay.Government departments seek to maximize social welfare,so the government subsidizes social capital when the project return mechanism is a feasible gap,through the project income,the cost analysis may obtain the government subsidy price model.The pursuit of social capital is profits maximization.NPV method can be used to calculate the lowest price that social capital can accept under the premise of reasonable project investment rate of return.The government subsidy price and the reasonable investment income price of the social capital are the control variables of the model.The equilibrium price satisfying the interests of the three parties can be obtained by solving the model with the objective function.The model is applied to seven PPP projects in the Ministry of Finance(MOF).The results can be obtained through empirical analysis and calculation as well as comparison with the official guidance pricing of the projects,the multi-objective programming solution model proposed in this paper is reasonable and referential in the pricing of the combination of medical care products under PPP mode,social capital can use the model to calculate whether its price is too high for consumers to afford,or whether its price is too low to lose due profits The government investor can use the model to calculate whether the subsidy provided by the government is reasonable.Finally,even if the pricing model is scientific and reasonable enough,it needs to play a better role in the context of a sound health care integrated service system,therefore,it is suggested that:(1)the government should strengthen its responsibility and promote the establishment and improvement of the medical care system in coordination with various departments;(2)the long-term Care Insurance System should be tested to ease the financial pressure;and(3)the system mechanism of providing for the aged at home and in the community should be improved,make it as the important support of the institution providing for the aged;(4)train the professional talents of the combination of medical care and nursing care.
