Analysis Of Community Health Service Centers Policy-oriented Public Health Emergency Management

The community hygiene is the bottom of the public hygiene system and undertakes six different parts of service for the residents. Those services include disease prevention, health protection, medical treatment, recovery, health education and technical service for birth control. Community hygiene undertakes every kinds of work in a specific area. The solutions to any sudden public hygienic events would be always finally practiced in community. How to handle sudden public hygienic events correctly is a basic service subject of community hygiene and it is also the most direct way to protect the health of community residents. The 2010 world EXPO held in Shanghai would be an opportunity to judge our ability to take over any emergency. Therefore, handling emergency efficiently is very significant in terms of both politics and the people's livelihood.This article starts with theory analysis, from community hygiene to sudden events, and then goes on with the relative theories of emergency management which include detailed theories of community hygiene service center, public hygiene, the response of emergency and sudden public hygienic events. Also, this article analyzes and studies the methods that other developed countries (UK & USA) adopted to handle sudden hygienic events, expounds the present situation that how community hygiene service center handling sudden public hygienic events with explaining the general consulting team service pattern which introduced from the comprehensive reform of community hygiene service in ChangNing district. The writer putts forward an initial idea on the construction of the community hygienic emergency manage system, and divides this system into four parts: warning and alarming, command and decision making, on-the-scene handling and after-event intervening. Detailed analysis and discussion on these four parts is also included in this article. The writer thinks that community hygiene service center should bring functions such as preventing and consulting for decision making into full play in a sudden public hygienic event. Finally, the writer suggests that the coordination and communication between community hygiene service center and relevant departments of the government should be smooth and positive, both the education of health and the guidance of policy should be developed in accordance with the theories mentioned in this article.
