Research On Emergency Management Of Sudden Public Health Events Of The Plague In Jiuquan

Jiuquan,Gansu Province is in the west end of Hexi Corridor.The total area of the natural epidemic focus of marmot Himalaya plague reaches 45,000 square kilometers.The plague epidemic in animals has become extremely vitalized in recent years,especially the three human pneumonic plagues that burst out within three months in 2014,which have attracted intensive attention from the World Health Organization,and relevant national,provincial and municipal departments.While confronting with the rigorous situation of plague prevention and control,the Municipal Government of Jiuquan has continuously improved the emergency management mechanism of public health emergencies on plague.Through the analysis of the current situation of emergency management of public health emergencies on plague in Jiuquan,the successful experience of Subei County,Jiuquan in handling “October 14” human plague epidemic is summarized with the method of case analysis.Furthermore,the questions and deficiencies are analyzed objectively.Based on the overseas experience,which is used as a reference,specific countermeasures of further reinforcing the construction of emergency management of public health emergencies on plague in Jiuquan are proposed.They can provide a theoretical basis to the effective promotion of the capability of the Municipal Government of Jiuquan in emergency management of public health emergencies on plague.This paper is divided into five sections in total:Section I: the current situation of the research is introduced and analyzed.Section II: theories regarding emergency management of public health emergencies on plague are summarized.Section III: the current situation of the emergency management mechanism of public health emergencies on plague in Jiuquan is summarized,and the deficiencies are indicated.Section IV: the treatment of the public health emergency---“October 14” human plague epidemic in Subei County,Jiuquan is intensively analyzed through the integration of the theoretical knowledge of crisis management,questions and deficiencies are found and the causes for these questions and deficiencies are explored.Section V: the questions and deficiencies proposed above are intensively summarized and analyzed,and specific countermeasures of improving and perfecting the emergency management mechanism of public health emergencies on plague in Jiuquan are proposed.
