In the critical period of economic transition and social transformation,all kinds of sudden public health events occur continuously,which pose a serious threat to the life,health and property safety of the public,and test the ruling ability of governments at all levels.Emergency management of sudden public health events is an important part of the government's social management function,how to effectively prevent and actively prepare for emergencies in advance,how to quickly deal with and timely control of developments in processing,how to properly recover and constantly accumulate experience afterwards,it becomes the unavoidable realistic problems that governments at all levels face.In the context of the severe outbreak of human infected with H7N9 avian influenza in china in recent years,based on the three-stage lifecycle model,using the theory of crisis management,this paper study on the emergency management of sudden public health events from the perspective of municipal government.Firstly,it analyzes the general occurrence of sudden public health events of Quanzhou city,analyzes the main measures and existing problems in each stage of emergency management,and finds out the shortcomings of the existing emergency management system;Then,it takes the control and prevention of the outbreak of human infected with H7N9 avian influenza in Quanzhou for example,describes the stage division and measures,and accumulates experiences;Finally,it puts forward the importance of the whole emergency management based on the theory of crisis lifecycle,combines with the practice of emergency management of sudden public health events of Quanzhou city,and puts forward the operable strategies and measures from the aspects of stressing pre-crisis management?strengthening crisis management and perfecting post-crisis management.
