| In order to promote the further development of China’s medical and health services,China has issued relevant policies in recent years to promote social medical institutions to overcome development obstacles.However,there are many problems in practice.On the one hand,social medical institutions are not as competitive as public medical institutions in terms of infrastructure,doctors’ strength and service quality.On the other hand,despite the policy support of the State Council,some local governments often attach importance to supervision rather than service in the past governance practice,so it is necessary to support them.The existing studies often focus on the macro perspective,and rarely comb the government governance system.There are also some problems.For example,the proposed governance recommendations are not detailed enough,and it’s difficult to form a systematic and general policy reference.By using the methods of literature research,field investigation and questionnaire method,and based on the theory of government governance and public policy,this study summarizes the core concepts of social health care and government governance,and briefly introduces the development process of social health care policy in China.According to the time node of important policies,the development process is divided into three stages: support and promotion,in-depth strengthening and high-quality development.Taking J City as an example,through field research and data analysis,this study explored the policy implementation perception of social medical institutions.This paper introduces the current situation of the government’s governance of social medical service in China,and expounds the current situation of development practice from policy promotion,supervision,operation mode,responsibility and service.Combined with the investigation,it summarizes the existing problems in government governance,including difficult implementation of supporting policies,unfair competition environment,insufficient local incentives,lax market access,unreasonable layout planning,irresponsible government supervision,unachievable multi-point practice,and imperfect supporting medical insurance.In view of these problems,this study puts forward some suggestions,such as improving the social medical development planning,implementing supporting policies,improving the relevant legal system,standardizing the access approval mechanism,optimizing the layout of regional health planning,promoting doctors’ multi-point practice,giving full play to the guiding role of medical insurance,and strengthening multi-party supervision by using information technology. |
