Study On Strengthening Supervision Of Private Hospitals In Xiamen

Since the launch of the new medical reform in 2009,China's private hospitals have entered a period of rapid development.By 2015,the number of private hospitals exceeded that of public hospitals for the first time.In the opinions on promoting the development of health service industry issued by the state council in 2013,it was pointed out that while improving the quality of medical service,a sound medical and health cause should be established to form a medical operation pattern dominated by public medical institutions and also develop non-public medical institutions.This requires the government to make a comprehensive plan for medical undertakings(including the development guidance of non-public medical institutions),rationally allocate medical and health resources,and improve the responsibilities of government supervision.Due to the late start of private hospitals in China,although the number of institutions has exceeded that of public hospitals,public hospitals still assume more than 80% of the medical services.The self-regulation of private hospitals has shown a weak state,The government should promptly strengthen management,strengthen regional health planning,promote health environment fairness,exert functions to strengthen professional guidance,improve the supervision system,and assist private hospitals to get on the track of sound development,so as to promote the healthy development of medical and health undertakings.Based on the information asymmetry theory,government failure theory and government regulation theory,this paper analyzes the effectiveness and shortcomings of the supervision of private hospitals in Xiamen by collecting the health statistics data of private hospitals in Xiamen city since the implementation of the new medical reform and the interview and questionnaire survey of private hospitals conducted by Xiamen municipal bureau of statistics.On this basis,further analysis is made on the root causes of the deficiency of supervision.Firstly,the government is not clear about the positioning of private hospitals;secondly,the supervision lacks independence;thirdly,the internal mechanism of supervision institutions is imperfect;fourthly,the participation mechanism of policy making is imperfect.Based on the analysis of the development and supervision problems of private hospitals in Xiamen and the causes,and by referring to the relevant practices at home and abroad,this paper discusses how Xiamen should strengthen the supervision of private hospitals.Secondly,the government is suggested to help improve the social identity of private hospitals.Thirdly,reform the personnel management system of medical institutions;Finally,establish a fair competition environment and improve the internal management mechanism.
