Study On The Improvement Of Medical Service Supervision System Of Provincial Private Hospitals In Gansu Province

As an important supplement to the government-run medical system,private hospitals have injected new vitality into the medical service market.It has broken the monopoly position of public hospitals and met the diverse medical needs of the people.It played an important role in maintaining the health of the people.In recent years,the state has introduced a series of policies from focusing on public hospitals to industry-widesupervision to gradually strengthens the supervision of private hospitals.All the private hospitals in Gansu province are profit-making and aiming at maximizing profit.They are contrary to the public welfare quality of maintaining public health.The medical service of private hospitals in Gansu province has some illegal practices and non-standard practicesn,such as false propaganda,high price during operation,exaggeration the condition of illness,minor diseases and major treatment.It reflects the failure of government departments to regulate the medical services of private hospitals.In order to improve the ability of government regulation of medical services in private hospitals in Gansu Province,effectively standardize the order of the medical service market,and protect the health rights and interests of patients.This paper is based on the theory of regulation and cooperative governance to construct the four-level analysis framework of collaborative governance network,collaborative governance structure,collaborative governance process and collaborative governance results.This paper analyzes the problems and solves the problems from Institutional perspective.It also analyzes the present situation of the government system of medical services supervision of provincial private hospitals in Gansu and collects the relevant data by consulting the relevant literature at home and abroad of issuing questionnaires and in-depth interviews.It is found that the medical service supervision system of the provincial private hospitals in Gansu Province has a single supervision subject.It has not formed a joint force.The supervision structure is loose.The degree of organization is low.The supervision mechanism is not smooth.Synergy process is disorder.Synergy regulatory result is not fully utilized.This paper also analyzes some causes,such as imperfect supervision system,unclear supervision duty,uncorrected supervision mechanism and imperfect assessment mechanism.It draws lessons from the domestic and foreign private hospital medical service supervision system to put forward the suggestion of perfecting the cooperative governance system of multi-subject participation,setting up the clear supervision system structure of responsibility and power,improving the coordination,interaction mechanism of multiple subjects,establishing interactive-oriented resource sharing mechanism and so on.
