Objective: To understand the development level and overall situation of health care and maternal and child health care in Xiangxi Prefecture,and to analyze the technical efficiency of maternal and child health care services in Xiangxi Prefecture,and to analyze the differences between the overall development level of Xiangxi and Hunan Province and the national development level.Explore the relationship between health care institutions and personnel input and the efficiency of health care services and the level of maternal and child health.Methods: Through the literature data method,data envelopment analysis method and regression analysis method,the development level of medical and maternal and child health care in Xiangxi Prefecture was studied.The time panel data of 2012-2016 and the cross-sectional data of Xiangxi Prefecture were used to treat the health of Xiangxi Prefecture.Descriptive statistical analysis of resource allocation and medical services of maternal and child health institutions,comparing the development of maternal and child health care within five years,and selecting the medical and health data of 13 cities in Hunan Province in 2016(the missing data of Yiyang)for clustering.Select a variable-scale,DEA model was used to analyze the technical efficiency of maternal and child health care institutions,and compare and analyze the differences between the overall technical efficiency of Xiangxi Prefecture in 2016 and other cities in Hunan Province,and the overall technical efficiency between Xiangxi,Hunan and the whole country.For Xiangxi Prefecture,the overall efficiency value is taken as the dependent variable,and Take the factors affecting efficiency as independent variables.Tonot regression analysis is performed on various influencing factors,according to the results obtained,the influence degree of each variable is analyzed.Results:(1)Descriptive statistics show that the health resource input in Xiangxi city has been increasing in financial resources,material resources and human resources in the past five years,while the growth ratio of maternal and child health related output is lower than that of input.(2)Cluster analysis shows that the health care level of 13 cities in Hunan Province can be divided into four categories in 2016,while Xiangxi is in the fourth category,which is quite different from other cities.(3)Data envelopment analysis shows that the overall average efficiency score of the Xiangxi Medical and Maternal and Child Health Institutions is 0.780 in five years;the efficiency dimension of the management dimension is 0.836,lower than that of the medical dimension,which was 0.822;In the production frontier,it is necessary to reduce input or increase output.(4)Tobit regression results show that the number of medical and health institutions,the number of health technicians,the number of maternity card establishments,and the number of beds have an impact on the technical efficiency of health care and maternal and child health care institutions.Conclusion:(1)The medical and maternal and child health care industry in Xiangxi has developed steadily within five years,but there is still a big gap compared with other cities in Hunan Province.(2)The health resource input in Xiangxi state keeps increasing,and the proportion of input is not reasonable,the resources are not fully utilized effectively,and it is not effective to achieve DEA.(3)The high-level medical and health institutions and health technicians in Xiangxi Prefecture account for a relatively small proportion.It is necessary to increase efforts to build hospital hospitals with sound medical facilities and improve the overall quality of medical and health personnel.Improve the efficiency of maternal and child health care services in Xiangxi,optimize the ratio of input to output,and strive to meet the medical service needs of more residents under the existing medical and health input.
