It is difficult to see doctors and treatment is very expensive. This is one of the focus and sensitive social problem. For a long time, it has a phenomenon of unbalanced deployment of medical resources in medical health services in the dominant of government and market that causes a shrink of gross-root medical services and a dramatic increase of medical costs. This makes people unsatisfied. In2009, State council issued a new medical system reform scheme, which is proposed to promote the equalization and gradually narrow the gap of basic public medical services between rural and urban residents. By investigating the supply of basic medical heath services, and combining with the current domestic and foreign theoretical and empirical studies on the equalization of basic public medical heath services, this paper deeply analysis the problems and implementation of basic public medical health services in Ningcheng. In the perspective of understanding, execution and supervision, this paper put forward improving understanding of supplier-customer about equalization of basic medical health services, and constantly improving fiscal policy and integrating health care resources. This paper also addresses paying more attention on the optimized management of rural human resources and performance appraisal while increasing investment in rural medical services, and making efforts to make the equalization of urban-rural basic public health services come true, and looking forward to taking one step further on health for all.
