Situation, Problems And Countermeasures Of Equalization Of Basic Public Health Services In Chongqing

Objects:This study was to analyze the status quo of basic public health service equalization of Chongqing in 2010-2012 by means of empirical investigation, to understand the problems and difficulties in the process of implementation, to put forward policy recommendations in line with the objective reality of Chongqing. In order to provide a theoretical basis support for the equalization of basic public health services practice, to provide the relevant government departments with decision-making basis.Methods:basic public health services equity was analyzed by Gini coefficient, Lorenz curve, descriptive analysis, standardized analysis, regional discrepancy trends and degree was analyzed by standard deviation, combined with semi-structured interviews to put forward policy recommendations.Results:The total financial investment was Increasing, but regional differences are significant; low investment in public health, particularly weak compensate intensity for maternal and child health institutions, Re-therapy than prevention is widespread. Grassroots public health service network is not perfect, regional or populational distribution of professional public health agencies is poor fair, staffing structure is irrational, a serious lack of professional public health staff, primary health care institutions and services needs to be improved. Uneven development in management project of patients with severe mental illness, Chronic disease, quality of service needs to be improved. Part of the organization’s performance appraisal purpose is not clear, imperfect assessment content and standards, the lack of basic public health services evaluation index system.Conclusions:basic public health services in Chongqing has achieved significant progress in policy development, service capacity building, funding, service supplying etc. it is recommended to further improve the system of public finance and fiscal transfer payment system in order to establish a long-term investment in public health finance mechanism to strengthen basic public health service system building and human resource development of public health services to improve the quality of personnel, improve the weak regional projects of basic public health services, and reduce regional disparities, and improve regional unified information platform, promote regional health collaboration services, According to the new health care reform to achieve equalization of basic public health services requirements, create a new situation in Chongqing basic public health services work.
