Research On The Supportive Policies Of Japan’s New Energy Industry Development Under Carbon Neutrality

As a big energy consuming country,China’s traditional energy-dependent production mode dominated by coal consumption has supported the industrialization and urbanization process since the reform and opening up.However,as carbon peak and carbon neutrality enter the global political and economic agenda,China is actively seeking energy transformation and breaking away from the traditional energy-dependent development path.To this end,the National Development and Reform Commission released the "14th Five-year Plan for Modern Energy System" on March 22,2022,which clarified the goal of energy transformation and sought to establish a modern energy system.However,carbon peak and carbon neutrality is the common goal of world economic development,which requires enhanced international cooperation.China should grasp the trend of The Times,seize the opportunity to overtake on curves,and pay close attention to the development trend of the energy transformation of major countries in the world.In 2021,the Japanese government issued the "Energy Basic Plan" in response to the restriction of energy constraints on economic development.As the third largest economy in the world,Japan is an important neighbor of China.It is imperative to strengthen the research on Japan’s energy transformation,especially on policies supporting the development of the new energy industry.In this paper,the research ideas of supporting policies for the development of Japan’s new energy industry in the context of carbon neutrality follow: general analysis → necessity analysis → framework system → effect evaluation → research conclusion.On the basis of clarifying the purpose and significance of the research,first of all,the general analysis of the development of Japan’s new energy industry has laid a good theoretical foundation.Secondly,it discusses the necessity of developing new energy industry in carbon-neutral Japan.Thirdly,it specifically analyzes the framework system of Japan’s new energy industry development support policy to promote the popularization and expansion of new energy,and systematically combs the support policy of Japan’s new energy industry development from four dimensions.Then,it summarizes the expected effects of new energy industry development support policies and predicts the potential problems of new energy industry development support policies.Finally,the enlightenment and conclusion of Japan’s new energy industry development support policy to China are summarized.Through research and analysis,this paper draws six conclusions: First,Japan has developed a systematic policy to support the development of new energy industry;Second,Japan attaches importance to the resource input of new energy technology research and development system construction;Third,the development of hydrogen fuel cell industry should be gradual;Fourthly,establish international cooperation mechanism of new energy industry;Fifth,the effect of Japan’s policies supporting the development of new energy industry under the influence of the international energy situation remains to be further observed.Sixth,the development of Japan’s new energy industry has a strong impetus to carry out cooperation with China.
