Research On Japan's New Energy Industry Policy

Energy,as a basic means of production and livelihood,plays a crucial role in a country's economic growth and social development.At the present that the era of post-oil crisis and the global response to climate change closely integrated,the new energy,with its advantages of sustainability,environmental protection and wide distribution,has attracted wide attention for various countries in the world to search for alternative fossil energy.This paper takes Japan's new energy industry as the research object,focuses on the guiding function of its supporting policy system in promoting the exploitation and utilization of Japan's new energy.Based on the realistic national conditions of China's energy economics,this paper aims to provide reference and inspiration for the optimization and adjustment of China's new energy industry support policy system.The development of new energy industry is of great strategic significance for China to deepen supply-side structural reform,accelerate the realization of high-quality economic transformation,and win the“three critical battles”.On the basis of clarifying the definition of the concept of“new energy”and the evolution of the object scope from Japanese government in different stages,this study investigates the role of new energy in Japan's primary energy system and its main utilization modes,summarizes the development trend and prospect of the world's new energy industry by combining the characteristics of the new energy.This paper comprehensively expounds the development background of Japan's new energy industry from the domestic and international perspectives,systematically combs the historical evolution of Japan's new energy industry policies,and concretely analyzes Japan's strategic goal planning for promoting the popularization and expansion of new energy,as well as the development status of Japan's new energy industry.This paper focuses on the research of Japan's new energy industry support policy system,including RPS system,FIT system,subsidy policy,preferential tax system,technology countermeasures to new energy power grid access,clean energy vehicle support policies and folk support measures,and summarizes the promotion mechanism of relevant policies.This paper discusses the influencing factors of the development of new energy industry in Japan by empirical method,and objectively evaluates the policy effects of the implementation of RPS and FIT in combination with the reform process of Japanese electricity market.As fully comparing the development paths and supporting policies of the new energy industry in China and Japan,this paper putforward for the reference and inspiration of the supporting policies and development modes of the new energy industry,based on the national conditions of China.Through systematic research and analysis,this paper concludes that Japan has a lot of success in promoting the policy planning and implementation of the new energy industry development.Mainly include that,established a relatively complete system of new energy industry support policy,attached great importance to the strategy planning and support of new energy core technology research at the start-up stage,established a strong legal system to support the implementation of the policies in the different developmental stages,in addition,policy tools are varied,and cohesion and coordination between policy is well,policy priorities and goal programming at different periods are clear,attached great importance to the combination of government regulation and market mechanism,and made policy adjustments timely according to the different period of international and domestic energy economic environment change.Although there are many differences between China and Japan in resources and energy reserves,energy market environment and policy promotion system,this paper holds that Japan's policy support system for new energy industry has great reference significance for China.China must adhere to the confidence in the path and political system in terms of new energy industry development,combined with the experience of Japan to promote China's new energy industry to a higher level and higher quality direction.
