Research On Shanghai’s Supportive Policies For Developing General Aviation Industry

General aviation industry is honored as “the next automobile industry” and is one of the strategic emerging industries with the broadest development prospects in China at present.Featured by strong industrial linkage characteristics,wide industrial radiation fields,rich upstream and downstream industry chains,etc.,it plays an irreplaceable role in politics,economics,national defense and other fields.Compared to internationally developed countries in general aviation,there has still been a large gap in the development of general aviation industry.From the perspective of the practices of USA,Germany,Brazil,etc.,the development of general aviation industry can’t only rely on market mechanism,the government still plays a key role in the development process of general aviation by policy support.In May 2016,General Office of the State Council issued the Guiding Opinions of General Office of the State Council on Facilitating the Development of General Aviation,which has initiated a new chapter of the development of general aviation industry.What’s worthy of emphasis is that to cooperate with the implementation of national strategies,local government can’t only serve as the “second transmitter” of national policies,but should formulate the supportive policies complying with industrial development demands according to practical local development condition.Shanghai is the leader of East China in economic development and has aprofound foundation in regional aviation.It’s of theoretical and practical significance to research the policies of Shanghai Municipality for supporting the development of general aviation industry from the perspective of public policy,by virtue of relevant theories of public administration,and in the historical opportunity of facilitating coordinated development of civil aviation in Yangtze River Delta region and striving to create a world-class aviation hub in Yangtze River Delta.This paper will analyze existing supportive policies and existing problems by researching the current development situation of general aviation industry in Shanghai Municipality,and refer to domestic and international experience and practices to offer proposals for Shanghai Municipality to support the development of general aviation industry.Research framework and the contents of this paper are mainly as follows:Chapter I Introduction.This chapter has described the research background and significance of the policies of Shanghai Municipality for supporting the development of general aviation industry.It points out that in the overall background that the state supports the development of general aviation industry vigorously,local government needs to formulate the policies complying with related development demands,and it’s of great significance to take Shanghai Municipality as the research sample.In addition,it has conducted a research on domestic and foreign literatures,and thinks that the development of general aviation industry is closely associated with government support.What’s more,this chapter has also extracted the research idea and method of this paper.Chapter II Definition of core concept and explanation of theoretical basis.This chapter has introduced the core concept of general aviation industry and government support,theoretical support and realistic basis for the development,which has provided a theoretical basis for deep research of general aviation industry,government support,etc.of this paper.Chapter III Analysis of the current situation of the policies of Shanghai Municipality for supporting general aviation industry.This chapter has generalized the current development situation of general aviation industry in Shanghai Municipality,summarized the policies of Shanghai Municipality for supporting general aviationindustry,including industrial policies,fiscal policies,financial policies,public service policies,etc.,analyzed existing problems of supportive policies and reached the conclusion that there lacks guiding policy for supporting general aviation pillar industries,fiscal policies fail to benefit the general aviation sufficiently,there lacks effective financial policy,supportive policies for basic resources such as general aviation airport still need to be strengthened,etc.Chapter IV Experience in supporting the development of general aviation industry of domestic and foreign governments.This chapter has researched and summarized the well-developed modes of general aviation industry internationally and domestically and relevant experience,especially policy experience of the government,including USA,Germany,Brazil and Zhejiang,Hubei,Jiangxi,etc.in China.Such experience has been extracted to become the reference for Shanghai Municipality to develop the general aviation industry.Chapter V Suggestions on the policies of Shanghai Municipality for supporting the development of general aviation industry.This chapter has extracted the suggestions on policy support of Shanghai Municipality in accordance with the unscrambling of development condition of Shanghai general aviation,analysis of the problems in policy support for industrial development and the reference of the experience of domestic and foreign governments in this paper.These suggestions are specifically as follows: simplify administrative procedures and delegate powers to lower levels,optimize policy environment for the development of general aviation;support pillar industries such as general aviation manufacturing industry,business aviation,etc.;perfect the supporting implementation policies for the development of general aviation;guide the investment of private capital in general aviation industry by virtue of relevant policies,etc.
