Research On The Development Support Policies Of New Energy In-Dustry In Zhongwei City

As China enters the crucial stage of optimizing energy structure,ensuring energy security and improving energy efficiency,the development of new energy industry ushers in a major historical opportunity.With the advantages of rich scenery resources and early start of the industry,the installed capacity of new energy in Zhongwei has exceeded 10 million kilowatts,and the industrial chain has extended to many fields such as wind energy,photovoltaic,energy storage and intelligent operation and maintenance.However,the development of the industry is also faced with unfavorable factors that limit the further development of the industry,such as the slow progress of the equipment manufacturing industry,the lag of energy storage facilities,the lack of leading enterprises,the lack of core technologies and the lack of new energy power consumption capacity.This paper takes the support policies for the development of new energy industry in Zhongwei City as the research object.Through the methods of literature research and field investigation,this paper makes an in-depth inventory of the current situation of the development of new energy industry in Zhongwei City,and combs the current support policies for the new energy industry in Zhongwei City from three levels:national,autonomous region and municipal level.Using the theory of sustainable development and the theory of public policy tools,the research is carried out from four aspects:planning policy of industrial development environment,investment attraction policy and fiscal and taxation policy of supply side,and power consumption policy of demand side.After research and analysis,it is found that the new energy industry support policies in Zhongwei City can not fully meet the needs of industrial development.There are problems such as insufficient forward-looking industrial planning policies,lack of pertinence in industrial investment promotion policies,insufficient fiscal and taxation support policies,and lack of local new energy consumption policies.The reason is that the concept of sustainable development is not firmly established when formulating policies,the investment promotion work lacks policy guidance,the fiscal and taxation policy system is not accurate enough,and the new industry lacks attention.After that,on the basis of drawing lessons from the advanced experience of the development of new energy industry at home and abroad,combined with the actual situation of industrial development in Zhongwei City,the author puts forward the countermeasures and suggestions to improve the development support policy of new energy industry in Zhongwei City from four aspects:strengthening planning guidance,targeting investment attraction,improving fiscal and taxation preferential policies and guiding local new energy power consumption,hoping to provide reference for the formulation of support policy of new energy industry in Zhongwei City and the healthy development of industry.
