Research On The Selection And Strategy Of Leading Units Of The Whole-process Engineering Consulting Based On SNA Method

The engineering consulting industry has experienced more than 30 years of development.With the rapid development the engineering consulting industry,various business links have been separated from each other in the past,and the problem of lack of unified planning and control in the whole process of the project has gradually emerged.Therefore,the Whole-process of Engineering Consulting is used as a pre-decision to operation.In the maintenance phase,an integrated engineering consulting service model in terms of organization,management,economy,technology,and legal affairs emerges as the times require.Since the Ministry of Housing and Urban-Rural Development of the People’s Republic of China issued the pilot notice of Whole-process Engineering Consultation in 2017,in order to better respond to the national call,local governments in various provinces and cities have issued relevant implementation rules involving Whole-process Engineering Consultation in accordance with local actual conditions.The original engineering consulting enterprises,such as early planning and consulting enterprises,survey and design enterprises and supervision enterprises,have started their own transformation and upgrading.Whole-process Engineering Consulting,as an intelligence-intensive and complex work,is related to the whole process of the whole project.Since the trial implementation,which side of the engineering project stakeholders will lead the Whole-process Engineering Consulting,whether in academic research or engineering practice There are different opinions and implementation methods.Therefore,how to choose the most suitable unit to lead the whole process engineering consulting project among the original consulting enterprises has become the first problem to be solved.This paper selects the consulting unit suitable for leading the Whole-process Engineering Consulting by constructing the social network model of the Whole-process Engineering Consulting stakeholders.The article firstly interprets the Whole-process Engineering Consulting,leading units,stakeholders of the Whole-process Engineering Consulting and social network analysis method through theoretical research,which provides theoretical support for the subsequent research of the article;Through decomposition and literature analysis,15 whole-process engineering consulting stakeholders were initially identified,and the Whole-process Engineering Consulting was divided into four evaluation dimensions: contract constraints,information interaction,organization and coordination,and supervision and inspection,so as to construct the Whole-process Engineering Consulting stakeholders Social network model;the article takes the whole-process engineering consulting project in L District of J City as an example.Through unstructured interviews with 30 key stakeholders of the project,13 Whole-process Engineering Consulting stakeholders under the general contracting mode of construction are determined,and statistics are collected.The relationship data of stakeholders in the four dimensions is obtained,and corresponding transformation strategies are proposed for different consulting companies through the analysis of centrality indicators;finally,the weight indicators of the four dimensions are obtained through the expert questionnaire,which is obtained through weight assignment and network superposition.Whole-process Engineering Consulting stakeholder combination network,through the core-edge,faction and other social network indicators analysis of the combined network,and finally came to a consortium consulting model with supervision as the leading,survey and design and cost consulting as one.
