| In recent years,a series of national and local policy documents have been issued to promote the development of whole-process engineering consulting,aiming to guide consulting units to carry out consulting services covering the whole life cycle of construction projects and break the deadlock of phased management under the traditional mode.The scale of engineering consulting enterprises in China is generally small,and there are fewer consulting units with multiple qualifications at the same time.Under this status quo,engineering consulting units need to provide whole-process consulting services in the form of forming a consortium,and the consortium mode of whole-process engineering consulting is an effective organisational mode to promote the development of whole-process engineering consulting at present.However,it is found in the study that there are still many problems in the process of consortium development,which hinder the promotion of the consortium model.The main internal obstacles include the problem of selection of consortium members and unstable cooperation relationship of the consortium,which cannot maximize the advantages of the consortium model.This paper focuses on the selection of consortium members and consortium cooperation strategies,aiming to start from the internal barriers affecting the development of consortia and break them down,in order to improve the overall function of consortia and maximize the advantages of consortia,so as to achieve the purpose of improving the efficiency of cooperation among consortium members.The main research elements are as follows.First,define the research object of this paper and clarify the issue of who should lead the whole process engineering consultancy consortium.Based on case analysis,the current situation of the leading unit of the consortium is analysed through 126 cases,and the capacity of the leading unit with high frequency is compared and analysed,and it is concluded that compared with other types of consulting units,the project management unit as the leader has more advantages in carrying out whole process consulting services,and the project management unit is more suitable to be the leader of the consortium,and its role as the leader and the design unit It is also combined with expert interviews to compare the characteristics,advantages and disadvantages of different types of lead units of the consortium,further verifying the accuracy of the conclusions drawn from the case.Secondly,a project management unit-led consortium partner indicator system and a comprehensive evaluation model for partner selection were constructed.Based on the indexes for the selection of full-process engineering consulting partners identified from the literature analysis,combined with expert interviews and questionnaire surveys,a system of indexes for the selection of partners of full-process engineering consulting consortium led by project management units was constructed,including 5 primary indexes,including basic conditions,teamwork,technical capability,professional consulting capability and comprehensive management capability,and 27 secondary indexes;The analytic hierarchy process(AHP)was used to rank the importance of the constructed index system and the weight of the indexes,and the fuzzy comprehensive evaluation was applied to construct a comprehensive evaluation model for the consortium partner;taking the actual case as an example,the calculation of the constructed model showed that among the three candidate units,design unit A had the highest overall rating,which was consistent with the actual partner selection results,indicating that the constructed project management unit-led consortium partner selection model was applicable and reliable.The partner selection model is applicable and reliable.Finally,the evolutionary game model of the project management unit-designer cooperation was constructed,and strategies to enhance the cooperation enthusiasm of the consortium members were proposed.Based on the analysis of the cooperation relationship between the members of the project management-led consortium,the evolutionary game model of the consortium is constructed by applying evolutionary game theory.The closer the optimal revenue allocation ratio is to the optimal value,i.e.the closer the "α" is to 0.69,the more positive the cooperation between the two parties.In addition,the main parameters of optimised revenue P,compensation to the owner for the default of the consortium R and internal recovery of the consortium Q all have a positive effect on the cooperation between the two sides of the consortium.Combined with the simulation analysis of game strategies,it is proposed that the consortium members can be guided to choose positive cooperation strategies and avoid falling into negative cooperation dilemmas by establishing a sound internal coordination mechanism,supervision and punishment mechanism and trust mechanism,so as to improve the efficiency of cooperation within the consortium. |
