With the continuous development of social economy,the power engineering industry also develops rapidly and occupies a pivotal position in economic and social development,which has a significantly direct effect on the development of national economy.The construction quality of distribution network engineering is most closely related to the daily economic operation of society in all power engineering industries.Therefore,it is necessary to discuss the application of whole-process consulting mode in the field of power engineering construction.Since the release of the Opinions of The General Office of the State Council on Promoting the Sustainable Development of the Construction Industry in 2017,the pilot work of the whole process engineering consulting industry is gradually being implemented.With the gradual promotion of the whole process consulting mode,preliminary results have been achieved in the field of construction engineering.However,due to historical system,policy and human factors,the consulting service enterprises working for distribution network engineering have been in a split service mode rather than as a whole.Therefore,the advantages of the whole process consulting mode,such as integrating service resources,can not be reflected in the field of power engineering.For the reasons of this phenomenon,social evaluation varies.In addition to market reasons,the attitude of consulting enterprises is not positive and the owners are not satisfied with the current service quality and so on,which restrict the application of the whole process consulting management mode in power engineering.Firstly,this paper identifies the list of quantities of the whole process consulting service of distribution network engineering by combing relevant literature and combining with the specific problems existing in the construction of distribution network engineering.According to the construction content of different stages,the whole process consulting service of distribution network is divided into eight working stages,including power grid planning,the integration of research and design,investment plan issuance,bidding work,examination and approval of budget preparation,construction preparation,completion acceptance,adjustment of budget preparation.Moreover,nine types of participating units and 29 influencing factors of the whole process of consulting service quality were identified,and the questionnaire content was made on this basis.Secondly,SPSS 26.0 was used to analyze the statistical data of the questionnaire,and the top five influencing factors based on importance and relevance were obtained.In addition,Mann-Whitney U test was used to analyze the difference of views of each two participating units in influencing factors,and 10 key influencing factors were sorted out.Finally,corresponding development countermeasures are formulated according to the influencing factors,and overall suggestions are put forward from the perspectives of technology,system and market,so as to provide corresponding suggestions for the implementation of whole-process consulting service in distribution network engineering and promote the development of whole-process consulting service to higher quality. |
