| Water conservation projects,as a significant facility project for people’s livelihood,show an increasing trend of development and quick increase of investment scale with the rapid rise of the country’s infrastructure investment.At the same time,the increase in scale has posed significant problems to project construction and management.There are problems such as insufficient professional management units and inadequate personnel training,which complicate the construction of water conservation projects.The introduction of a whole-process engineering consulting model in recent years has the potential to tackle the problem of insufficient management in the traditional projectbuilding process.Many water conservancy construction projects begin to introduce the whole process engineering consulting mode as a link in construction management.However,the whole-process engineering consulting mode also causes unclear rights,responsibilities,and interests in the process of project construction,poor communication,and other problems.Such problems have an impact on the level of project governance.Relevant research indicates that,in light of the multi-subject governance environment,the collaborative governance mode has relatively high advantages in relevant practice.As a result,this paper investigates the mechanism of collaborative governance of water conservancy projects under the whole-process engineering consulting mode,investigates the factors that have a strong influence on collaborative governance of water conservancy projects,and the key pathways to the governance effect of water conservancy projects.The theoretical and model references are then provided for the practical activities of water conservation projects.This paper’s research content is as follows:(1)This paper employs grounded theory to extract the influencing factor system of water conservancy project collaborative governance under the whole-process engineering consulting mode based on a review of the literature,and supplements and screens the influencing factor index system with the Delphi method.Finally,23 influencing factors are obtained from 5 dimensions including laws and regulations,technical systems,organizational mechanisms,team building,and social environment.(2)Based on the index system of influencing factors of collaborative governance of water conservancy projects under the whole-process engineering consulting mode,this paper uses the Bayesian network method to build a case model of water conservancy projects.Bayesian networks can give different evidence states to each node of the model according to the changes in governance scenarios,realizing the advantage of dynamic adjustment of the model with the actual situation.Combined with the inference analysis function of Ge Nle software,the model is processed,including prediction analysis,diagnosis analysis,sensitivity analysis,and Influence chain analysis.Finally,the factors that have great influence on the collaborative governance of water conservancy projects using the whole-process engineering consulting mode and their maximum influence chain are obtained,which provides guidance for the practical management of water conservancy projects.(3)This paper applies the collaborative governance model of water conservancy projects under the whole-process engineering consulting mode to the case of the Shenzhen Luotian Reservoir-Tiegang Reservoir water transmission tunnel project using the empirical analysis method to verify the effectiveness of the governance model established above.Simultaneously,in conjunction with the management issues encountered during the engineering practice process,relevant project collaborative governance methods are provided,which can effectively decrease and improve the likelihood of difficulties in the application of whole-process engineering consultancy mode in the building of water conservancy projects. |
