Research On Village Planning From The Perspective Of "Multi Planning Integration"

The long-term imbalance of urban and rural development has resulted in the widening gap between urban and rural areas.In order to narrow the gap between urban and rural areas,China has carried out a series of rural planning and construction.However,in the practice of rural planning under the guidance of a variety of planning,there are often blind duplication of urban planning,repeated implementation of planning difficulties and stereotyped planning mode,resulting in the waste of land resources in rural areas,the imbalance of spatial control and the disappearance of characteristics."Multi planning integration" has attracted much attention for its outstanding role in coordinating planning information fusion,coordinating land use and implementing spatial management and control.Therefore,it is of great theoretical and practical significance to carry out the research on the realization path of "multi planning integration" rural planning.According to this,the article first combs the domestic and foreign spatial planning and village planning related research,analyzes the domestic county(city)level "multi planning integration" related research results,and summarizes its reference significance for rural planning.By studying the development process and practical experience of rural planning and construction,this paper summarizes the common problems existing in rural planning.Secondly,the construction of rural planning system from the perspective of "multi planning intergration" includes three parts: 1.The five principles are as follows: planning follows the bottom line thinking,giving priority to protection;multi planning intergration,coordinating as a whole;classified guidance,adjusting measures to local conditions;saving and intensive,leaving blank appropriately;villagers as the main body,building and sharing for together.2.Explore the planning implementation methods of regional research and judgment,multi planning coordination,construction system and planning implementation;3.Explore the planning content and requirements from six aspects: upper planning research,spatial control and layout research,public service facilities research,infrastructure service facilities research,village style research and planning implementation management research.Finally,based on the development of villages,Tanzhuang village,Weiwan village and Xixiang Village of Wolong Town are selected as the representative villages of cluster development,farming inheritance,demolition and merger in Western Hubei Province.Taking their "multi planning integration" rural planning as an empirical case,the "multi planning integration" rural planning and specific content are elaborated according to the constructed planning system and classification guidance requirements.The basic situation and relevant planning data of the three villages in Wolong Town are summarized by means of interview,collection and field investigation.The status quo and upper planning of the study area are analyzed.The specific contents of village classification,industrial development planning,spatial control planning and land use layout planning,village construction planning and village style guidance are determined by coordinating multiple plans to explain the implementation of the planning Finally,it forms a planning document including planning specification,village layout plan,village construction plan and construction project table.To sum up,the essence of this study is to coordinate the content of village planning formulated by various departments at the present stage,take national economic planning,urban and rural planning,land use planning,environmental protection planning and other planning into consideration,realize the integration at the village level,avoid planning duplication and omission,and promote the improvement of rural planning system Local characteristics can guide the construction of rural planning,help Rural Revitalization Strategy,and provide research experience and case reference for the development of domestic rural planning.
