| Chongli Railway is an important transportation infrastructure for the successful hosting of the 2022 Winter Olympic Games,and also an integral part of the Beijing-Tianjin-Hebei railway network,which is conducive to the integration of surrounding areas into the capital economic circle and in line with the national strategic layout of coordinated development of Beijing,Tianjin and Hebei.Therefore,the development unit puts forward relatively high requirements for the schedule management of Chongli Railway,which must be completed on schedule.Chongli Railway is subject to a project group management,and it includes a number of subprojects that are competitive for resources.The traditional schedule management method has some limitations for schedule control and optimization,which,in generally,only focuses on the logical relationship among the works,but not the allocation of resources.While the general critical chain method considers the allocation of resources in the project schedule management,but it is limited to a single project,rather than multiple projects.This paper studies the sched ule management of Chongli Railway project group based on the critical chain method.Firstly,according to the project overview,project characteristics,progress objectives and progress status of Chongli Railway project and its subprojects,this paper analyzes the problems existing in the process of schedule management of Chongli Railway,and combs and studies the reasons.The fundamental reason is determined to be the allocation of resources.The critical chain method considers the allocation of resources in the project schedule management,but Chongli railway includes three railway tunnel subprojects controlling the construction period,so the priority of each subproject needs to be determined reasonably to allocate resources.Secondly,this paper combines the analytic hierarchy process(AHP)and the grey relational analysis(GRA)to establish the schedule optimization model based on the critical chain method.According to the characteristics of Chongli Railway and many references,the first and second level evaluation indexes of the project are established,and the weights of the first and second level indexes are obtained by adopting the AHP.The advantage of GRA is that it can connect all levels of indexes determined in different subprojects and determine the priority of each subproject.After the project priority is determined,the project buffer is set up based on the critical chain method and related principles,considering the location weight and risk elasticity,so as to effectively solve the resource conflict among the subprojects.Finally,the optimization model of critical chain priority is applied to the large Chongli Railway project.The priority of three subprojects of the large Chongli Railway is obtained by employing the AHP-GRA.According to the determined priority of the subproject,the shared resources are allocated,and the corresponding buffer is set up.At the same time,the implementation scheme of schedule optimization is formulated,and the implementation measures are put forward from four aspects of organization,management,economy and technology.Through the application effect analysis,the construction period of three subprojects of Chongli Railway has been shortened.Therefore,the schedule optimization model based on the critical chain method is scientific and effective,which has certain theoretical and practical significance for the schedule management of the project group. |
