Research On Quality Evaluation Of Whole Process Engineering Consulting Service Based On Maturity Model

With the rapid development of the construction industry,the simple consulting services provided by the traditional engineering consulting enterprises can no longer adapt to the speed of development,so it is necessary to innovate the engineering consulting mode to promote the healthy development of the construction industry.For this reason,China proposed "wholeprocess engineering consultation " and " engineering general contracting" in 2017,with a view to realizing the integration of consulting services and maximizing project value.However,with the popularization of the whole-process engineering consultation,there are many problems in the practice and operation of its service,and the evaluation of the whole-process engineering consultation service level of engineering consulting enterprises has not yet formed a unified standard.Therefore,based on the general contracting project level and starting from the role of whole-process engineering consultation service level evaluation of engineering consulting enterprises,this paper constructs a whole-process engineering consultation service level maturity model and realizes the whole-process engineering consultation service level maturity level evaluation of the project.First of all,the whole process engineering consultation,maturity model related theory of induction and analysis,found that the whole process of engineering consultation with the face of different contracting models,its service content will be different,by exploring the whole process of engineering consultation and contracting model between the corresponding relationship,pointed out that the integrated concept of general contracting and the whole process of engineering consultation integration ideas are consistent,the combination of the two can maximize the integration of the whole process of engineering consulting.Therefore,the scope of research in this paper is determined as the whole process engineering consultation service of the engineering general contracting project.Secondly,according to the function orientation and framework design principle of PMSPMMM model,the framework construction of the maturity model of the whole process engineering consultation service is carried out from the three aspects of category,dimension and internal structure.On this basis,combined with the literature research method and questionnaire method,the five first-level indicators and 18 secondary indicators,including progress control,investment control,quality control,information and contract management,and risk and communication coordination management,are determined,and the maturity evaluation index system of the whole process engineering consultation service is formulated,and the maturity evaluation index rating standard is formulated.Then,compare the method of indicator empowerment and maturity grade evaluation,select the COWA operator weighting method to empower the index,and the variable-weight comprehensive evaluation method of change of power to grade the maturity of the whole process engineering consultation service level.Finally,taking a central hospital in Zhejiang Province as an example,this paper makes a case study on the maturity model of the whole process engineering consulting service.The evaluation results reflect the level of engineering consulting services of H Engineering Management Co.,Ltd.and verify the validity of the evaluation model.This paper discusses the correspondence between the whole process engineering consultation and contracting mode,and guides the project entrusting party to actively select the project construction organization mode of "whole-process engineering consultation and engineering general contracting" in order to maximize the project value.The evaluation of the maturity level of the whole process engineering consultation service can help the engineering consulting enterprise to clarify the maturity level of its service level and clarify the optimization path,so as to improve the whole process engineering consultation service level of the enterprise.
