Research On Maturity Assessment Of Airline Safety Information Management

Airline safety information management is the important basic work of airline safety management. It can provide data to support risk management and the decision foundation for safety management. Airline safety information management will have a direct impact on the science and depth of airline safety management. So, it is essential to establish a precise evaluation system and assessment method for the work ability of airline safety information management.In this paper, Airline safety information management maturity assessment model is created from the essence of the CMM. The evaluation index system for the airline safety information management is created on the framework of Deming PDCA ring, use ISO9001 quality management system, Six Sigma and excellent performance evaluation criteria as the content criterion and within the literature and professional knowledge of the airline safety information management. And evaluation Index refer to the characteristics of the key process areas(KPA) of CMM and are all task-based evaluation index and evaluation index that reflect the work completion situation.The the evaluation index system for the airline safety information management is divided into five different degrees using the Cluster Analysis. Contrast to the each grade features of CMM, five different degrees from the Cluster Analysis can be divided into the initial level,repeatable level, Defined level, Managed level and optimizing level according to the features of the evaluation index it contains. And KPAs of each degree can be divided with “0-1”method and attribution method. The goal and the Key Process of the KPA can be established from the referring of the structure feature of the CMM and professional knowledge of the airline safety information management. Then Airline Safety Information Management Maturity Assessment Model is established.Airline safety information management maturity evaluation value can be obtained by using the Variable weight comprehensive evaluation method, which is a method can distinguish different levels of maturity model and compare the airline's ability and level of safety information management from the same degree.An airline on the southeast coast is evaluated by the application of the airline safety information management maturity assessment model. The result give the safety information management maturity degree to the airline and initially verify the availability of the model.
