At present,China’s urban and rural development is in an important stage from binary opposition to dual integration.The new urbanization strategy and Rural Revitalization Strategy jointly drive the development of rural areas.The governance of rural space and rural human settlement environment create favorable policy environment for rural areas to "improve quality and make up for weaknesses".Scientific allocation of rural public service facilities,improve the service level of rural public service facilities has become one of the key measures to achieve rural revitalization and urban-rural integration.As a mega city in Beijing,Tianjin and Hebei,the rural population structure and production and life style are showing new characteristics,but the development of rural areas is low,and the gap between urban and rural areas is further increasing.Affected by the radiation of the central urban area,different circles of rural space present different characteristics,which are the inner and outer marginal areas in the marginal areas,and the rural areas show different characteristics of people,land and network.The inner edge area is greatly affected by the radiation of the central area,and the rural urbanization develops rapidly;the outer edge area is more inclined to the rural area,Its rural development is more backward,and the phenomenon of unequal facilities is more prominent.In order to ensure that urban and rural areas have equal development rights and meet the growing needs of rural residents for a better life,this paper takes the outer fringe of Tianjin as the research area,analyzes the contradiction of human land resources in the specific space,and constructs the rural life circle from the perspective of service efficiency and puts forward the rural public service based on the life circle In order to provide new ideas for the allocation of rural public service facilities in the outer fringe of Tianjin,this paper selects Wuqing District for empirical study.Firstly,this paper analyzes the general situation of rural development and the overall situation of rural public service facilities in Tianjin,analyzes the difficulties of rural public service facilities allocation in different spatial circles within the city,and summarizes the particularity of rural public service facilities allocation dilemma in Tianjin outer fringe areas.Secondly,based on the previous research,this chapter discusses the relationship between the construction of rural life circle and the allocation of public service facilities,constructs the rural life circle from the perspective of service efficiency,and puts forward the operational method system of rural public service facilities allocation based on the life circle,including the delineation of the living circle layer and the layout of public service facilities within the life circle at all levels The public service facilities must be arranged in the life circle at all levels in the fringe area,and the specific layout method of various public service facilities in the life circle at all levels is determined.Then,the paper selects Wuqing District,which is a typical area of Tianjin outer fringe area,for empirical study.This paper analyzes the allocation of rural public service facilities in Wuqing district.Through the investigation and analysis of rural residents’ travel,it determines the circle scope of the living circle.Combined with the current situation of residential areas,it uses the regional distribution function of Arc GIS analysis platform to delimit the specific circle layer of the living circle in Wuqing District,and carries out the rationality test.Finally,based on the goal-oriented,problemoriented,demand-oriented,theoretical oriented,and the analysis of the current supply of public service facilities,the "life circle center(hierarchical public service facility Center)" is found to make the spatial layout of public service facilities,establish the facility allocation standards that meet the actual needs of regional development,and put forward the allocation guarantee strategies. |
