With the rapid expansion of urban space and the upgrading of economic and industrial structure, the quality of life and income of residents have been continuously improved, and the pursuit of life has gradually changed from physical level to spiritual level. As a result, the demand for various public service facilities in the city has gradually increased. In order to solve various problems in small and medium-sized cities in the configuration of facilities,it is imperative to propose a public service facility configuration plan that is more in line with the needs of social development and the needs of residents. In recent years, the concept of the life circle has gradually matured as a planning means of humanistic thinking, and has been valued in practice by taking into account the characteristics of the combination of residents’ living needs and urban functional space, and has optimized the allocation of urban public service facilities. This paper selects the downtown area of Yanshi as an example for verification.Based on the research results of public service facilities and life circle theory at China and abroad, based on the questionnaire survey method,it is divided into five categories: education, medical care, sports, culture and social welfare. The current situation of public service facilities is analyzed.According to the statistical results of the questionnaires, using the equidistance method, using the superposition analysis in GIS spatial analysis and the technique of Tyson polygon, the life circle of all levels of the city is constructed, and the population prediction of the living circles at all levels is combined. On the basis of scale and related norms, determine the allocation principles, systems and configuration optimization schemes of public service facilities at all levels, and select nuclear density analysis methods for results verification. The main research conclusions of this paper include the following aspects:(1)Through on-the-spot investigation and data analysis of the downtown area of Yanshi,it is found that the insufficient number of facilities, uneven spatial distribution and low service capacity are the three main status problems in the configuration of public service facilities.According to the analysis, the number of facilities in Yanshi is less than the total, such as schools, hospitals, sports venues, etc.,the number of services is very limited, the scope of services is very limited;the spatial distribution is quite different, too concentrated in the old city group, other groups are very distributed Less;lower level of facilities.(2)Based on the questionnaire survey,it is found that the residents in the downtown area of Yanshi have great differences in the satisfaction degree of various public service facilities. The overall configuration structure and service level need to be optimized and improved. After random interviews and statistical analysis of the questionnaires, residents are more satisfied with the status quo of education and medical facilities, and less satisfied with the style and social welfare facilities.(3)According to the survey status and relevant norms of the downtown area of Yanshi, demarcate the community, district, group and city four-level living circle, and set up a corresponding four-level public service center to optimize the allocation of public service facilities. After statistical analysis of the questionnaire data, the service radius of each circle of life is obtained, combined with the traffic conditions of the downtown area of Yanshi, using the equidistance method, using the technique of Tyson polygon and superposition analysis in GIS spatial analysis.Delineate the community, district, group, and city four-level living circle, and then clarify the types of facilities that should be deployed in the living circles at all levels, build a configuration system, and then determine the allocation standards and forecasted demand based on the results of the population size prediction. The coverage of the living circle, the geometric center, and the traffic conditions are superimposed and combined with the spatial distribution characteristics of the current facilities, and the best location of the public service centers at all levels is obtained. Finally,on the basis of the current situation, reference is made to the allocation standards, population size and demand.Predict the results and complete the facility reconfiguration.(4)Taking the cultural and sports facilities as an example, using the kernel density analysis method to compare the optimization plan of the public service facilities in the downtown area of Yanshi under the concept of living circle with the status quo,and found that its service capacity has been significantly improved. After analysis,it can be seen that the facility configuration effect under the concept of living circle, high service efficiency, wide space coverage and high convenience, can better meet the living needs of residents, and hope to be the center of the city and the same type of city.Relevant research and practice in urban facilities and facilities provide some reference.
