The 19th National Congress of the Communist Party of my country pointed out that the main social contradiction in our country has been transformed into a contradiction between the people’s growing need for a better life and unbalanced and insufficient development.Basic public service facilities are the foundation for the development of various undertakings in the national economy,and their planning and construction are closely related to the level of economic and social development.However,in the regional development planning over the years,the topic of public service facilities is only slightly involved,and the content of spatial layout and configuration optimization of facilities is lack.Therefore,only by realizing the equitable and efficient allocation of urban and rural basic public services can the increasingly diverse needs of residents be met,and the fast development of urban and rural economic integration can be effectively promoted.In the latest 2018 edition of "Urban Residential District Planning and Design Standards",the concept of "life circle" replaces the previous classification of "residential districts,residential quarters,and residential groups",highlighting humanistic thinking.Taking meeting people’s living needs within the best walking time as an important consideration for supporting facilities.Demand is an important consideration for supporting facilities.The changes in design specifications reflect the rapid development of urban residential area construction.In comparison,the Town Planning Standards have not been updated or adjusted for nearly fifteen years,which highlights the lagging nature of the research on the construction of villages and towns.The public service facilities of traditional villages and towns are basically configured according to the administrative unit and population size,ignoring the difference between urban and rural areas and the differences between villages,and it is difficult to adapt to the needs of current residents.Based on the above background,this article takes Hequ County as an example,draws on the idea of living circle allocation in urban residential areas,tries to break the administrative boundaries,defines the radius of public service facilities with the best travel distance based on the needs of rural residents,avoids the shortcomings of traditional allocation,and promotes urban-rural coordination..It is hoped that the establishment of a public service facility system that can satisfy all rural residents can be accelerated,the fair and efficient planning and layout of facilities can be realized,and the overall and rapid growth of public demand can be met.At the same time,it is ensured that the construction of public service facilities is consistent with the development of the county,complementary and coordinated development at multiple levels,and play a virtuous circle.The core content of this thesis is divided into the following four parts: The first part is the research on the rural area public service facility allocation method system from the perspective of the living circle,the second part is the research on the classification and allocation system of the rural area public service facilities in Hequ County,and the third part is the rural area of Hequ County.Research on the hierarchical allocation system of regional public service facilities.The fourth part is the optimization strategy for the spatial allocation of rural public service facilities in Hequ County.In the first part,the related theories and practices of the living circle are sorted out,and the method system for the allocation of public service facilities in the rural area of Hequ County is constructed,and the research ideas and technical support of this article are clarified.In the second part,through the study of relevant national norms and standards,the categories and specific projects of public service facilities studied in this article are determined,and the corresponding living circle classification system is constructed on this basis.In the third part,the level of public service facilities studied in this paper is clarified,and on this basis,a corresponding living circle classification system is constructed.The village-level circle is divided into general villages and key villages through the multi-factor evaluation method,as follows: The space allocation optimization of public service facilities lays the foundation.In the fourth part,the principle of the space allocation of public service facilities is clarified,and the basis for the space allocation of public service facilities-the living circle system is reconstructed.The area allocation tool in the ARCGIS software is used to divide Hequ County into four levels of living circle.The service centers of various types of life circle at all levels carry out the spatial layout of facilities and specific project arrangements,and finally refer to relevant national standards and norms to guide the facility configuration indicators to realize the optimization of the spatial configuration of public service facilities in rural areas from the perspective of the life circle.
