Research On The Optimization Of The Allocation Index Of The Residential Public Service Facilities In The Core Area Of The Capital Function Based On The Life Circle

Residential public service facilities are closely related to the daily life of residents,which is an important part of livable city construction.As the guiding document of facility planning and construction,the allocation index of supporting facilities needs to keep pace with the times,adjust and optimize in time according to the social development and the change of residents’ needs,so as to improve the allocation efficiency of facilities and guarantee the quality of life of residents.The functional core area of the capital is the core bearing area of China’s political center,cultural center and international communication center,representing the image of the national capital.However,with the rise of the concept of community life circle and the implementation of the standard for planning and design of urban residential areas(gb50180-2018),the allocation index of supporting facilities in the core area has not been updated in time.Therefore,this paper selects the capital functional core area as the research scope,aiming at the current situation of supporting facilities and residents’ needs in the core area,introduces the concept of 15 minutes community life circle,and explores the optimization of the allocation index of residential public service facilities.The research content of this paper mainly includes three aspects:Research on the problems and causes of the current configuration of supporting facilities in the core area.This paper analyzes the current situation of the number,spatial coverage,distribution density and residents’ satisfaction of the facilities specified by the current facilities allocation index in the core area,and finds that there are some problems in the allocation of supporting facilities,such as quantity gap,insufficient coverage,centralized allocation of the same facilities,and low residents’ satisfaction.The reasons are as follows: first,the current index of facilities allocation system is difficult to meet the current living needs of residents;second,the current index lacks the guidance of facilities planning and construction management.The allocation index of supporting facilities in the core area needs to be optimized.Research on the system construction of supporting facilities allocation index in the core area based on the life circle.First of all,the article introduces the concept of 15 minutes community life circle into the core area facility configuration system,on the basis of existing research,defines the system composition of 15 minutes life circle,and delimits the life circle of the core area.Secondly,by comparing the current national and local facilities allocation index facilities projects and the use needs of residential supporting facilities,the paper puts forward the optimization results of supporting facilities configuration projects and configuration mode,and forms the core area living circle supporting facilities configuration system.Management and control mechanism for planning and construction of supporting facilities in the core area.In this paper,the walking index evaluation method is used to evaluate the current situation of supporting facilities configuration.According to the evaluation results of living circles and facilities at all levels,this paper puts forward the optimization scheme of facilities allocation in the core area.However,due to the limited resources in the core area,the optimization of facilities still needs to strengthen the joint construction of facilities,land use compatibility,use and sharing from the management and control level of facilities planning and construction.Therefore,in the end,the paper improves the allocation index of supporting facilities in the core area from three aspects of facility scale control,planning and control mechanism,so as to make the optimized index more instructive.
