| This study uses quantitative and qualitative analysis methods,studies the allocation of county public service facilities based on the concept and theory of life circle,constructs the allocation system of county public service facilities under the concept of life circle,and takes Shucheng County as an example in the empirical study.Shucheng County based on the concept of life circle optimal allocation system and standards of public service facilities.The main research contents are as follows:First of all,this paper studies and combs the relevant theories,examples and methods of domestic and foreign life circle and the allocation of public service facilities as basic research,and analyzes the current problems of the allocation of public service facilities.It is found that there are many disadvantages in the allocation of public service facilities according to the original administrative level.Combined with the current situation of the allocation of public service facilities,the introduction of life circle theory,at the theoretical research level is based on the analysis of county urban space system,according to the idea of adapting measures to local conditions,to build a county life circle division system and public service facilities allocation system in line with the actual situation of county development.Secondly,taking Shucheng County as an actual case,this paper analyzes the current situation and level of local urban and rural development,and puts forward the main problems of the original allocation of public service facilities according to the administrative level.In view of the disadvantages of the allocation of public service facilities according to the administrative level,this paper breaks the administrative barriers,adopts the idea of adjusting measures to local conditions,analyzes the present situation of the development of urban space system in Shucheng County,and studies the new pattern of urban system development in Shucheng County.to make basic preparations for the re-division of life circle.Third,on the basis of studying the urban space system of Shucheng County,using the theory and method of life circle to re-divide the county life circle of Shucheng County,on the basis of the grade division and current situation analysis of the development strength of the existing villages and towns in Shucheng County.The structure of the administrative village,central village,central town,unit,central urban area as the unit of the primary life circle-basic life circle-township life circle-unit life circle-county life circle and other five-level life circle system.The specific methods are as follows: using the spatial analysis function of raster data of ARCGIS software,buffer zone and Tyson polygon technology,combined with the current situation of county urban space system,landform,resource conditions,economic development level,the county life circle is re-divided.Fourth,considering the influence of population size and residents’ travel willingness on the allocation scale and radius of public service facilities,the population size of county,town and village in Shucheng County is predicted,and the travel behavior of residents is investigated at the same time.Calculate the service scale of public service facilities in Shucheng County.In the survey of residents’ willingness to travel,focus on administrative villages,key villages,townships,unit center towns,main and deputy central urban areas（Chengguan Town + Hangbu Town）and other residential areas as the center,investigation and analysis of residents for walking,bicycles,electric cars,urban and rural public transport and other different means of transport to reach different levels of public service facilities.Take this as the radius to construct the primary life circle-basic life circle-township life circle-unit life circle-county life circle five-level public service facilities allocation system,and determine the five-level public service center.According to all levels of service centers corresponding to the configuration of public service facilities,quantity,indicators combined with the current situation to optimize.This paper puts forward the recommended values of the allocation indicators of various types of educational facilities,cultural and sports facilities,medical and health facilities and pension facilities in all levels of life circle.Finally,suggestions on optimizing the allocation of public service facilities in Shucheng County are put forward from the aspects of public participation,supply mode,management system,social system and so on.Based on the demonstration of the above examples of Shucheng County,this paper summarizes the current allocation methods and optimization ideas of county public service facilities in China from the perspective of life circle,taking the best distance of residents’ travel and the new service radius of public service facilities.re-adjust the original configuration system,break down administrative barriers,take the people as the center,combined with the current situation of the county urban space system,configure public service facilities and standards in the new life circle over the years.So as to better meet the life needs of urban and rural residents at all levels in the county,achieve urban-rural integration of public service facilities,balanced
