With the improvement of material living standards,the health awareness of urban residents in our country has been continuously enhanced.At the same time,the Communist Party of China and the state are also actively promoting the construction of Healthy China Strategy.Health public service facilities(referred to as "health facilities")are the basic carrier for providing health services and are closely related to the healthy life of residents.Accelerated urbanization has brought about improvements in the quantity and quality of public service facilities,but the problem of unbalanced and imperfect allocation still exists,especially the lack of systematic reference for the allocation of health facilities.The rise of the life circle theory has promoted the research based on the perspective of residents’ demand equity,but the research from the perspective of resource overall efficiency has not received enough attention in the academic circle.Therefore,taking Xihu District of Hangzhou as an example,this study recognizes the status quo of health facility allocation from the dual perspectives of life circle and "service circle",explores a "fairness-efficiency" synergistic health facility space layout optimization method,and puts forward corresponding guarantees Countermeasures and implementation paths.The research focuses on the spatial distribution relationship between residential areas and health facilities.Based on geospatial data,the network analysis tools of the Arc GIS platform are used to construct a living circle model centered on residential areas and a "service circle" model centered on health facilities.Furthermore,indicators such as coverage rate,allocation quantity,dislocation rate,and service coverage population are combined with data statistical analysis methods to understand the status quo of health facility allocation in Xihu District,and to evaluate the current level of health facility allocation and service efficiency.The results of data analysis show that the health facilities in residential areas in Xihu District are generally adequate,but there are also residential areas with a small number of facilities,incomplete types,and health facilities with low service efficiency.Therefore,this study is guided by "fairness-efficiency" synergy,using the iterative method to gradually adjust health facilities with low service efficiency,and formulate a spatial layout optimization method.After that,the effectiveness of the optimization method is verified by comparing the indicators before and after the adjustment of the layout of health facilities.At the end of the research,in order to ensure the feasibility and implementation effect of the optimization method for the spatial layout of health facilities under the synergy of "fairnessefficiency",the guarantee countermeasures and implementation paths are proposed from three aspects: ideological guidance,facility spatial layout adjustment,and building quality improvement.The configuration optimization work provides theoretical and method support.
