With the rapid development of social economy,the economic income level of residents in rural areas has also been greatly improved,and people's demand has also risen from "survival type" to "quality type ",that is,people are no longer satisfied with the basic service function of public facilities,and begin to pursue the high quality service of public facilities.Rural public service facilities are not only the basic service facilities to satisfy the residents of rural areas in all aspects of life,such as food,clothing,shelter and travel,but also the guarantee of production and development,which is an important part of our rural revitalization.In order to improve the development ability of rural areas,promote the integration of urban and rural areas,and realize the rural revitalization at an early date,the research on the allocation of public service facilities in rural areas is urgent and important.In recent years,the urban planning of our country is changing to the direction of "taking the human text and paying attention to the quality of life of the residents ",while the planning of the living circle is based on the characteristics of the daily life of the residents.Based on the study of public service facilities at home and abroad,using Ningling County,Shangqiu City,Henan Province as the research area,combining with the development of Ningling County and the needs of the villagers,using the Arc GIS platform as the technical support,this paper classifies rural areas in Ningling County,Henan Province.Based on the national policy,residents' needs and the necessity of the development of public service facilities,this paper puts forward the problems,research objects,research purposes and research significance of this paper.Based on the theory of "central land "," neighborhood unit" and "spatial circle theory ",this paper constructs a theoretical framework for the division of rural settlements is constructed.On the basis of the principle of "people-oriented,fair,just and sustainable development ",combining with residents' travel time and distance intention,the rural areas of Ningling County,Henan Province are divided into four layers : " basic life circle —— basic life circle —— extended life circle —— county life circle " by using the superposition analysis method in Arc GIS,the public service centers of each life circle allocation unit are selected;(3)To determine the type of service facilities required for public service centres at all levels,in accordance with relevant national norms and local guidance documents.Finally,the allocation system of public service facilities in rural areas of Ningling County,Henan Province is constructed,and some suggestions on the allocation of public service facilities are put forward in order to provide reference for the planning and research of rural public service facilities in plain areas of China.Through the research of this paper,the following conclusions are drawn :(1)through the investigation and data of rural public service facilities in Ningling County,Henan Province,the paper analyzes the problems of small number of facilities,uneven layout and poor service level in rural public service facilities in Ningling County.(2)The rural areas of Ningling County are divided into four levels: basic life circle,basic life circle,extended life circle and county life circle.The living circle system is used as the basis for the allocation of public service facilities,which is more reasonable and in line with the needs of residents.(3)Public service centers at all levels in Ningling County,Henan Province will be selected and public service facilities will be configured.Based on the life circle system and takinginto account the population factors,the villages or towns suitable for the allocation of public service facilities are selected to meet the needs of the rural residents while ensuring the efficiency of the public service facilities.
