| At present,the aging problem has become one of the major tasks of social governance around the world.In terms of speed of the elderly,China is much faster than that in western countries.China entered an aging society at the end of the 20 th century and is expected to enter a moderately aging society in 2025.Therefore,the state has put forward the strategy of actively coping with the aging,such as the development of elderly care service industry,community home care service reform,etc,and the goal is to promote the equalization of basic pension services.Equalization has two meanings of quantity and quality.The matching of elderly population and community home care facilities includes quantity location matching and service quality matching.Based on the theories of hierarchy of needs,active aging,spatial economics,accessibility and new public service.Taking the community as the smallest unit,this paper evaluates and analyzes the number,location and service quality of elderly population and community home care facilities from the perspective of space and non space.In space,this paper selects two-level distance thresholds of 0.5km and 1km,uses the kernel density two-step mobile search method(2SFCA)to quantitatively analyze the quantity scale of facilities in the study area,and displays the results through GIS visualization;in non space,through field investigation and questionnaire survey,establishes the satisfaction index system,and measures the facilities from users’ subjective feelings service quality of application.Taking Yuzhong District of Chongqing as a representative,which shows that the aging in Western China is the most serious.The main conclusions are: in space,the imbalance of community home-based care facilities is obvious in Yuzhong District,which shows that the rationality of facilities distribution and the degree of elderly’s enjoyment of achievements in the central and western areas is is superior to that in the eastern areas.in non space,the results of satisfaction with community home-based care services are relatively satisfactory,However,some problems still exist,such as uneven allocation of facilities,low participation rate of the elderly,and many idle facilities.The above conclusion shows that there is a problem of "light weight" in the community home-based care facilities in Yuzhong District,can not meet the current pension needs.Put forward a few advice: first,the govt ought to scientifically plan and integrate the service resources so as to play its guiding role;second,the society should make efforts to improve the market mechanism,formulate long-term fund plan and promote the diversified participation of social forces;third,increase public participation.We should concern the demands of the elderly,establish their expression and participation mechanisms,and develop differentiated services for them;In addition,it is necessary to expand the team of technical and strengthen the professional level of service personnel. |
