Study Of "Five Water Co-governance" From The Perspective Of Multiple Governance

Along with the rapid growth of economic society,the pollution of water environment has become a key issue in China's eastern coastal developed areas.As a major economic province,the major rivers and lakes in Zhejiang have been polluted severely in recent years,and emergencies concerning water pollution,such as the incident of water pollution in Qiantang River and the issue of drinking water safety in Hangzhou,have attracted nationwide attentions.In 2013,a number of chiefs of environmental protection bureaus in Zhejiang have been invited to swim in rivers,and the violent typhoon Fitow triggered flooding disasters in Yuyao and other areas.Therefore,how to reverse the complexion of “the watery regions in south of the Yangtze River worry about water ” has to be settled urgently.Zhejiang Provincial Committee of CPC explicitly set forth the principle of “a total of five water treatment” as a breach in order to reversed force transformation and upgrading,and integrated social forces as one so as to innovate the system and mechanism of water-control management,sort out the relationship of power and responsibility among departments at all levels,break the water-control pattern of regarding the government as a single domination,and enhance the polycentric water-control participation among public,enterprises,media and others.Based on Yuhang district in Hangzhou and by means of research methods including literature induction,systematical analysis,individual interview and so on,this paper analyzed the current situation of “a total of five water treatment” in Yuhang district,Hangzhou,and researched the existent issues in the process of innovation of policies concerning “a total of five water treatment ” in Yuhang district,Hangzhou in view of multiple governance.Meanwhile,this paper actively referred to foreign water-control experiences in applying“multiple governance”,put forward targeted countermeasures and suggestions aiming at existed problems from the aspects of strengthening governmental guidance,expanding domains as well as modes of polycentric participation,establishing the systematic guarantee in continual participation,and improving the mechanism of information communication.Furthermore,this paper made some explorations on the long-acting effect of “a total of five water treatment ”,and hoped to provide helpful references for “ a total of five water treatment” in Zhejiang and even nationwide governance of water environment.
